Discussion Item:
Presentation on the Environmental Protection Agency 103/105 Grant Program:
David Howekamp and Jack Colbourn of the Environmental Protection Agency, Region IX presented information regarding the 103/105 grant process and the allocation methodology (formula) used both at the national and regional level to allocate grant funding. In general, the EPA has worked with the national organization which represents State and local air pollution control agencies to develop an allocation formula based on population, vehicle miles traveled, number of sources, and number of non-attainment areas. This formula, however, does not provide the greatest amount of funding to those programs with the most severe air quality or population exposure problem. The Federal Clean Air Act stipulates that no State can receive more than ten percent (or less than one-half of one percent) of the total funds appropriated or allocated for air pollution control programs. Despite Californias air quality problem its appropriation is limited to ten percent. Within California, the AQMD receives its share based on the above formula.
