PROPOSAL:
Delete Eight Positions and Add Four Air Quality Engineer II, Three Air Quality Inspector II, and One Systems and Programming Supervisor Positions to Enhance the Permit Processing, Field Compliance, and Data Base Management Functions
SYNOPSIS:
Because of the high-priority need to enhance permit processing, field compliance, and data base management operations, staff has reviewed position allocations and recommends deleting eight existing positions in order to add four engineer, three inspector, and one information management supervisor positions. This action will result in estimated salary and benefits savings of approximately $308,000 for Fiscal Year 1998-99.

- Delete from the FY 1998-99 Budget the eight positions identified in Exhibit A.
- Add to the FY 1998-99 Budget four Air Quality Engineer II positions in permitting operations, three Air Quality Inspector II positions in compliance operations, and one Systems and Programming Supervisor position in Information Management.

Background
In response to the demonstrated need to improve the efficiency and effectiveness of permit processing, field compliance, and data base management operations, deletion of existing vacancies is needed in order to add higher priority positions to address currently unmet agency demands.
The recommendation herein is to enhance the staffing in these critical areas by deleting from the Fiscal Year 1998-99 Budget eight positions that are of less critical value to the organization at this time and adding four journey-level engineer, three journey-level inspector, and one information management supervisor positions. Among the positions being recommended for deletion are two Designated Deputy, one manager, and two supervisor positions, as well as positions formerly located in the Sacramento legislative office, which is being proposed for closure and replaced by the use of consultant services. In addition to the cost savings achieved by this action, indicated below, elimination of these higher level positions, all of which are currently vacant, will also move the organization to a flatter, less top-heavy structure, as recommended in the triennial performance audit.
Proposal
To enhance permit processing, field compliance, and data base management operations, it is recommended that the eight positions shown in Exhibit A be deleted from the FY 1998-99 Budget and that four Air Quality Engineer II, three Air Quality Inspector II, and one Systems and Programming Supervisor positions be added.
Resource Impacts
At current Board-approved salary and benefits levels, the cost savings for Fiscal Year 1998-99 from deleting the eight positions listed in Exhibit A and adding four Air Quality Engineer II, three Air Quality Inspector II, and one Systems and Programming Supervisor positions is approximately $308,000.
