PROPOSAL:

Actions to Accept Donated Equipment

SYNOPSIS:

The AQMD has an opportunity to receive donated unused laboratory equipment with an original cost exceeding $100,000. The equipment is to be donated by the CARB under the Surplus Personal Property Program. This action is to approve a resolution naming five AQMD managers to act as representatives to acquire the donated equipment on behalf of the AQMD and to authorize the Board Chairman to sign a statement of nondiscrimination compliance assurance.

RECOMMENDED ACTION:

  1. Approve the attached resolution naming five AQMD managers to act as representatives to acquire the donated equipment on behalf of the AQMD.

  2. Authorize the Board Chairman to sign the attached statement of nondiscrimination compliance assurance.

Background

The Federal Property and Administrative Services Act of 1949 (Public Law 152), as amended, authorized the Federal General Services Administration to allocate federal surplus equipment and other personal property for transfer to state agencies, which in turn distributes the property to eligible governmental and not-for-profit organizations. Donated property can be acquired by any agency carrying out one or more of several public purposes, including the management of air quality. The recipient of the property pays only for transportation and handling; the property itself costs the donee nothing.

The CARB currently has five pieces of laboratory equipment (sample concentrators) that it is unable to use. The sample concentrators have never been removed from their boxes. The CARB would like to donate this equipment to the AQMD, which has a use for them. The original cost of the equipment exceeded $100,000.

Proposal

In order for the AQMD to receive the equipment, state regulations require that certain actions be taken by the Governing Board and its Chairman. In order to comply with these regulations, staff recommends that the Governing Board approve the attached resolution naming five AQMD managers to act as representatives to acquire the donated equipment on behalf of the AQMD. It is also recommended that the Governing Board authorize the Board Chairman to sign the attached statement of nondiscrimination compliance assurance.

Resource Impacts

The only costs the AQMD will bear are for transportation and handling of the equipment. Because this minimal cost can be readily absorbed by the current budget, no additional appropriation is necessary.
