SYNOPSIS:
The Finance Committee met Friday, February 6, 1998 and discussed various issues detailed in the Committee report. The next Finance Committee meeting has not yet been scheduled.

Attendance: Present were Committee Members Michael Antonovich and Norma Glover. Absent were Committee Members William Burke and Leonard Paulitz.
Finance Committee Discussion Items:
Three-Year Budget Forecast: Reviewed the proposed forecast for FY 1998-99, 1999-00 and 2000-01 which calls for budget reductions of approximately $6 million over the next three years and CPI fee increases of approximately 2.3%, 2.8% and 3.3% respectively. Due to there being fewer than three members present, pursuant to the Procedures for Standing Committees of the Governing Board, this item was forwarded without a recommendation.
Discussion of FY 1998-99 Draft Budget and Work Program Development: Rick Pearce, Director of Finance, presented information regarding the FY 1998-99 budget development and workshop schedule and a summary of the work to date of the Budget Advisory Committee.
Discussion of RFP Work Statement - Fee Structure and Equity Study: Rick Pearce presented information regarding the proposed RFP which is expected to result in a revised or new stationary source fee structure that is simple; equitable to all fee payers; provides stable revenues; and is administratively feasible. Chairman Glover requested that the work product also include a fee model that could be adjusted annually to meet changing requirements. This item was further reviewed by the Administrative Committee on February 20, 1998.
Discussion of Facilities Management Plan Development: Joseph Contaoi, Director of Administrative and Human Resources, provided an overview of the Diamond Bar facility regarding design, costs and options available to the Board which would maximize space utilization with the intent to lease or sell vacant space to generate additional revenue. The Committee directed staff to prepare an RFP for consulting services to explore the feasibility of the various options available.
