Mobile Source Air Pollution Reduction Review Committee and Approve Motor Vehicle Registration Fees Report to CARB for FY 1996-97 for the AB 2766 Discretionary Fund Portion
SYNOPSIS:
Pursuant to Health & Safety Code 44247, CARB is required to gather data on funding sources from all air districts with an annual budget exceeding $1 million. The FY 1996-97 report to CARB includes AQMDs funding sources and data and analyses for the three segments of the AB 2766 Program. Since submittal dates for each portion are different, this action requests the Board to approve the portion of the report covering the 30% discretionary segment of the AB 2766 Program. On February 26, 1998, the MSRC unanimously agreed to forward to the Board for approval this segment of the report. Also set forth below is a summary of key issues addressed at the MSRCs February 26, 1998 meeting. The next MSRC meeting is Thursday, March 26, 1998, at 1:30 p.m. in AQMD Conference Room CC8.

Motor Vehicle Registration Fees Report to CARB for FY 1996-97 for the AB 2766 Discretionary Fund Portion
Pursuant to Health & Safety Code 44247, CARB is required to gather data on funding sources from all air districts with an annual budget exceeding $1 million. The FY 1995-96 report to CARB includes AQMDs funding sources and data and analyses for the three segments of the AB 2766 Program. Since submittal dates for each portion are different, this action requests the Board to approve the portion of the report covering the 30% discretionary segment of the AB 2766 Program for FY 1996-97.
The MSRC received this segment of the report which incorporates 18 projects totaling $10,734,761 funded in FY 1996-97, along with summary data and estimated emissions reductions on each project. This portion of the report is due to CARB by March 15, 1998. For your information this report has been prepared in diskette form with embedded information as requested by CARB for compatibility with its computers. The report in its entirety can be made available upon request. The report reflects well on the discretionary program, and the MSRC unanimously agreed to forward it to the Governing Board for consideration. Sole-Source Contract with The Planning Center for EV Signage Implementation and EV Charging Station Signage Guidelines
A motion passed 5-3, which I voted against, to proceed with a sole-source contract to The Planning Center based upon the understanding that a competitive bid process would be conducted for the proposed subcontract work. I did not support this motion because I continue to believe that a public agency bidding process will achieve a more equitable result with cost savings. In addition, publicly bidding this contract would benefit from the significant improvements generated through our AQMD Boards input. These improvements include more effective outreach and reduced dependence on sole-source awards. A new task requiring The Planning Center to coordinate its outreach efforts and subcontractor evaluation/selection process with the MSRC support staff and the ZEV/ULEV Subcommittee of the MSRCs Technical Advisory Committee was added through the motion. A recommended list of qualified subcontractors, along with a modified budget specifying which monies are allocated to subcontractors, will be submitted to the MSRC for their approval. Of the $500,000 contract, a minimum $208,000 will be allocated to the subcontract work, $142,000 will be allocated to The Planning Center, and the remaining $150,000 will be divided between The Planning Center and the subcontractors once the bid process has been completed. This sole-source award has been included for consideration again on our March 13, 1998, Governing Board agenda.
Reimbursement of FY 1997-98 Second Quarter Staff and Contract Administration and Technical Support Costs and FY 1997-98 First and Second Quarter Miscellaneous Costs
In May 22, 1997, the MSRC approved the reimbursement of AQMD staff and contract administration and technical support for FY 1997-98 in the amount of $545,000 as well as $30,000 for miscellaneous costs, such as printing, mailing, and supplies. For the FY 1997-98 second quarter staff and contract administration costs were $75,126 and technical support costs were $32,097. For the FY 1997-98 first quarter miscellaneous costs were $3,892.12; second quarter miscellaneous costs were $6,381.97.

The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts. This Contract Administrator Report is attached for your information. This Report includes a spreadsheet on the Local Government Subvention Match Program listing those projects that have met MSRC program requirements to date.
