PROPOSAL:
Issue RFP for Ammonia Emission Inventory Enhancements as Part of Technical Enhancement Program for Year 2000 AQMP
SYNOPSIS:
At its February 13, 1998 meeting, the Board approved the Workplan for the Technical Enhancement Program for the Year 2000 AQMP (TEP 2000), which seeks to provide a technical foundation for the next AQMP revision. Staff has prepared for Board approval an RFP for the TEP 2000 project entitled "Ammonia Emission Inventory Enhancements." Funding for this project ($80,000) has been allocated in the FY 1997-98 Budget.

Approve the release of the attached RFP to solicit proposals for Ammonia Emission Inventory Enhancements ($80,000).

Background
The 2000 AQMP revision will include an attainment demonstration for the 1-hour ozone and PM10 standards and will address the new ozone and PM2.5 air quality standards. In order to provide a technical foundation for the 2000 AQMP revision, the Governing Board approved a comprehensive technical enhancement program, TEP 2000, at its February 13, 1998 public hearing. One component of TEP 2000 is the enhancement of the gridded ammonia emission inventory. Because of the complex chemical relationship among ammonium nitrate/sulfate aerosols and their precursors, control strategy assessments (e.g., NOx vs. ammonia) depend on accurate gridded emission inventories for all precursor pollutants, including ammonia.
Staff proposes that the Board approve the release of the RFP to solicit proposals for Ammonia Emission Inventory Enhancements ($80,000).
In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:
Additionally, potential bidders will be notified from the Los Angeles County MTA, and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Copies of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs 24-hour telephone message line for bidders (909) 396-2724.
Proposals received will be evaluated by a diverse panel of technically qualified individuals according to the criteria described in the attached RFP.
Fiscal Impacts
Funds for this proposal in the amount of $80,000 in Professional and Special Services are included in the FY 1997-98 Budget, as described in February 13, 1998 TEP 2000 Board package.
