PROPOSAL:
Amend Contract with Cal Poly Foundation for Student Interns
SYNOPSIS:
Since August 1995, the AQMD has been contracting with the Cal Poly Foundation for the services of student interns in Finance. These interns perform such tasks as assisting in the fixed asset inventory, financial report reconciliation, and performing miscellaneous tasks in Payroll and Accounting. The total amount of the contract through June 30, 1998 is $42,000. It is estimated that $14,000 of student intern services will be needed in FY 1998-99. Funds for this item have been included in the FY 1998-99 Budget. Because this amount will cause the cumulative contract with Cal Poly Foundation to exceed $50,000, this action is to request Board approval to amend the contract.

Authorize the Chairman of the Board to execute an amendment to the contract with Cal Poly Foundation extending the Student Intern Program through June 30, 1999 in an amount not to exceed $14,000.

Background
Since August 1995, the AQMD has been utilizing the services of student interns from the Co-op Program of the Cal Poly Foundation. This program has been beneficial for both the AQMD and the student interns. College students who are selected in the program have gained work experience in the real world at the same time that they are earning credit for their college education. These interns perform such tasks as assisting in the fixed asset inventory, financial report reconciliation, and performing miscellaneous tasks in Payroll and Accounting. The total amount of the contract through June 30, 1998 is $42,000. It is estimated that $14,000 of student intern services will be needed in FY 1998-99. Because this amount will cause the cumulative contract with Cal Poly Foundation to exceed $50,000, Board approval is requested.
The following colleges and university were contacted before choosing Cal Poly Foundation for the internship: Azusa Pacific University, Cal State Fullerton, Cal State Los Angeles, Claremont Colleges and Cal Poly Pomona. Of these five schools, only two have an established internship program that allows the AQMD to contract with the school foundation (instead of paying the student directly as an employee). Staff selected Cal Poly Foundation because of price and proximity to the AQMD headquarters. This contract comes within section VIII(B)(2)(d)(7) of the AQMDs Procurement Policy sole source justification for cooperative internship programs with accredited colleges and universities.
Proposal
Extend the contract for the student interns with the Cal Poly Foundation through June 30, 1999 and add $14,000 to the contract for FY 1998-99 expenditures.
Resource Impacts
Outside services for student interns in the amount of $14,000 is included in the 1998-99 draft Budget.
