PROPOSAL:

Issue Request for Qualifications to Prequalify Providers of Blended Mixed Gases for Laboratory Use

SYNOPSIS:

AQMD expects to spend approximately $70,000 during FY 1998-99 to purchase blended mixed gases for use in a wide variety of analytical and monitoring needs. The laboratory uses compressed gases as quality control standards. This action is to issue a Request for Qualifications to establish a list of prequalified vendors from whom competitive bids may be solicited for the purchase of blended mixed gases for use in FY 1998-99.

Issue the attached Request for Qualifications #2019 to prequalify providers of blended mixed gases for laboratory use.

Background

The AQMD uses compressed gases (blended specialty mixes) for sampling and analysis of air pollutants. This Request for Qualifications (RFQ) will be used to establish a current list of prequalified vendors from whom competitive bids may be solicited for the purchase blended mixed gases. For FY 1998-99, the estimated expenditure for such materials is $70,000.

Proposal

Issue a Request for Qualification to establish a list of prequalified vendors from whom competitive bids may be solicited for purchase of blended mixed gases for laboratory use for FY 1998-99.

Additionally, potential vendors will be notified from the Los Angeles County MTA, and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Copies of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business & Job Opportunities" icon] and AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Bid Evaluation

Qualifications timely received will be evaluated by an ethnic- and gender-diverse panel of technically qualified individuals according to the criteria described in the attached RFQ #2019.

Resource Impacts

It is estimated that $70,000 will be spent for the purchase of blended mixed gases in FY 1998-99 and funding will be subject to approval of the FY 1998-99 Budget.
