Mobile Source Air Pollution Reduction Review

Below is a summary of key issues addressed at the MSRCs April 23, 1998 meeting. The next MSRC meeting is Thursday, May 28, 1998, at 1:30 p.m. in AQMD Conference Room CC8.

Approval of Minutes
Minutes from the March 26, 1998, MSRC meetings were unanimously approved, with minor amendments. The minutes are attached for your information (Attachment 1).
Request for Proposals for EV Signage
I reported last month that the MSRC directed its technical support staff to prepare an RFP to obtain a contractor for EV signage, and the MSRC considered this RFP at its April 23, 1998 meeting. Several amendments were made to the RFP to address my concerns along with those expressed by other MSRC members. First, the evaluation criteria were revised to provide more emphasis on geographic diversity and small business participation for both the prime contractor and subcontractors. Second, the points awarded for technical criteria were decreased so that additional points could be placed for geographic diversity and small business participation. Third, proposers must provide a price per sign to allow for additional sign fabrication and installation if monies remain on the contract after the initial signs are placed. Last, the contractor chosen must allow for participation by local governments for those cities that choose to fund, install, and maintain EV signs within their jurisdiction. I also reported that the RFP might be released on a compressed timeline. In fact, the RFP, if approved for release, would be open for eight weeks. The RFP is included on our May 8, 1998, Board agenda for consideration.
Proposals Received for Second Year Funding of FY 1997-99 AB 2766 Discretionary Work Program
As part of the second year funding for the FY 1997-99 Work Program, seven RFPs were released in December 1997 and one more in February 1998. Seven of these eight RFPs closed on Tuesday, March 24, 1998. The following is a listing of the RFPs and the number of proposals received for each:

*RFP #9798-20 includes a streamlined application process open through June 1998. To date seven proposals have been received. For your information I have attached a spreadsheet prepared by MSRC support staff listing the proposals received for each RFP (Attachment 2). These elements of the FY 1997-99 Work Program, including the remaining Match Program projects, will be included on our June 12, 1998, Board agenda for consideration.
Final Reports Received and Approved
The MSRC unanimously received and approved summaries for three final reports. They are as follows:
1) Riverside Transit Agency Contract #C95015, which provided $180,000 for a compressed natural gas transit bus project;
2) Baytech Corporation Contract #C96022, which provided $390,782 for a United Parcel Service Natural Gas Engine Program; and
3) University of California, Riverside CE-CERT Contract #C97012, which provided $117,769 for the development and evaluation of advanced catalyst technology for ULEV emission levels with gasoline-fueled vehicles.
All final reports are filed in the AQMDs Library.
Contract Modification Requests
The MSRC approved only one contract modification. Specifically, a 12-month contractual term extension for a demonstration period, with up to 3 months to provide
commitments on co-funding, for a maximum 15-month extension on Metallic Power Contract #96103, which provides $189,000 for the development and demonstration of a metal-air refuelable battery.
The MSRC also received and filed a report on "Scope Changes Handled Administratively by the AQMD Contract Administrator" for the month of April 1998, which included: 1) a three-month contractual term extension for SCAG Contract #C97014, which provides $25,000 for land-use planning workshops; and 2) a scope change for Noxtech Contract #97005, which provides $210,000 to demonstrate a plasma assisted catalyst muffler.
Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts. This Contract Administrator Report is attached for your information (Attachment 3). This Report includes a spreadsheet on the Local Government Subvention Match Program listing those projects that have met MSRC program requirements to date.
