Mobile Source Air Pollution Reduction Review

SYNOPSIS:

Below is a summary of key issues addressed at the MSRC’s October 22, 1998 meeting. The next MSRC meeting is Thursday, December 10, 1998, at 1:30 p.m. in AQMD Conference Room CC2.

Approval of Minutes

Minutes from the September 24, 1998, MSRC meeting were unanimously approved, with one minor amendment. The minutes are attached for your information (Attachment 1).

FY 1999-2000 AB 2766 Discretionary Fund Work Program

The MSRC formed a Work Program Development Subcommittee, consisting of both MSRC and Technical Advisory Committee members, to develop its next two-year work program. The Subcommittee began meeting in September and then broke into four working groups to define projects in the following categories: light-duty; heavy- and medium-duty; VMT reduction strategies; and partnerships with other agencies. The Subcommittee’s recommendations will be presented to the MSRC on December 10. I will keep you posted on development of the next work program.

ARB Resolution to Replace Diesel-Fueled School and Public Transit Buses

The MSRC was provided a copy of ARB Resolution 98-49, which was adopted by the ARB on September 24, 1998, calling for the replacement of diesel-fueled school and public transit buses with cleaner alternative-fuel buses. This resolution is attached for your reference (Attachment 2). The MSRC will consider the resolutions and targets outlined in Resolution 98-49 as it develops future work programs.

Proposed AB 2766 Amendment

Lupe Valdez, DEO/Public Affairs, discussed with the MSRC the request by the Mobile Source Committee for staff to research how the region might be able to receive emissions reduction credits in the SIP for projects undertaken by cities and counties using AB 2766 City Subvention Funds. Alternate MSRC Member Jon Mikels emphasized that these projects must be cost-effective and emissions quantified and credited in the SIP if the funding source is to remain. One Technical Advisory Committee member commented that local jurisdictions should be involved in whatever decision might be made and that they need assistance in quantifying the emissions reductions from these projects.

At this time the MSRC’s Technical Advisor is working with the Rule 2202 Emissions Equivalency Task Force to perform an analysis to determine the emissions reduction credits from programs funded by the MSRC.

Final Reports Received and Approved

The MSRC unanimously received and approved two final reports, as follows:

  1. City of Anaheim Contract #C96034, which provided $109,447 for an Anaheim Canyon express rail feeder service; and
  2. R &D Transportation Services, LLC Contract #C98007, which provided $341,021 for a smart shuttle demonstration program.

All final reports are filed in the AQMD’s Library.

Contract Modification Requests

The MSRC took the following unanimous actions on requested contract modifications:

1) Approval of a 5% increase on the purchase price of eight CNG school buses for A-Z Bus Sales Contract #SB001, which provides $40,000 per CNG bus for a school bus buydown program, contingent that documentation on original price agreements and current bus prices be provided to the MSRC and contingent that school districts will not bear any additional cost for the CNG school buses;

2) Approval of a three-month contractual term extension and cost reallocation to cover final testing for ThermoPower Corp., Tecogen Division Contract #97004, which provides $241,314 towards improvements of fuel efficient spark-ignited natural gas engines;

3) Approval of a vehicle substitution providing for 6 transfer truck repowers and 1 roll-off repower rather than 7 transfer truck repowers and the release of the 10% withhold on those vehicles already delivered and documented as having been in service for at least three months at the time of the contract modification. The 10% withhold on the remaining vehicles will be retained for Batelle Contract #97016, which provides $1,368,735 for an alternative fuel fleet program;

4) Approval of a vehicle substitution providing for the reduction of two new vehicles and the repowering of one additional vehicle and exchange of engines and the release of the 10% withhold on those vehicles already delivered and documented as having been in service for at least three months at the time of the contract modification. The 10% withhold on the remaining vehicles will be retained for Amoco Oil Company Contract #C97011, which provides $1,454,000 for a heavy-duty LNG fleet demonstration; and

5) Approval of the addition of the Montebello Metrolink Station as an extra route and an eight-month contractual term extension through fiscal year end, while requiring that the contractor return in February 1998 with a service continuation plan, or the project will terminate at the end of March allowing for a 30-day notice to riders, for City of Bell Contract #96033, which provides $204,120 for a peak hour inner-city rail shuttle.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts including the Local Government Match Program. This Contract Administrator Report is attached for your information (Attachment 3).
