This report highlights the August 1998 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of August. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including Speakers Bureau/Visiting Dignitaries), Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs (including Public Records) and Media Communications (including the Public Information Center).

2. Ambient Monitoring of Air Toxics |
1. MATES-II - Schedule Update: Ten sites now operational (Burbank, Los Angeles, Long Beach, Fontana, Pico Rivera, Anaheim, Rubidoux, Huntington Park, Compton and Wilmington. 2. Microscale Study: Hawthorne spring seasonal sampling completed. Pacoima spring sampling completed; summer sampling in progress. Sampling at Torrance and Costa Mesa in progress. Montclair sampling completed. Process for next set of Microscale deployments in progress. Microscale inventory process in progress. 1. Air Toxics Study Technical Review Group (ATSTRG) Agreed to include Boyle Heights area with Bell/Downey microscale site. Requested staff to provide summary of changes from initial workplans. Given proposed pilot health study for review and comment. 2. OTHER ACCOMPLISHMENTS: Received $110,000 grant from EPA to conduct a particulate diesel study, and to support Microscale study. Modeling and toxic emissions inventory contract executed and work initiated. ARB agreed to jointly participate in the laboratory analysis effort. |

1. Community Response Teams (CRTs) |
First team authorized in April to investigate livestock carcass disposal. District staff continued to meet with stakeholders in August to assess potential solutions. |

1. Public Comment, Rules 1401 and 1402 |
Rule 1401 amendments: The Board at its July 10 meeting amended Rule 1401 to significantly expand the number of toxic chemicals regulated. The amendments add 13 cancer-causing chemicals & 100 toxic compounds that cause non-cancer health effects, such as birth defects or liver damage. AQMD plans to periodically update the list of compounds covered by the rule as the state identifies and establishes health risk factors for other toxic pollutants. Rule 1401s cancer risk limits for permitting new, modified or relocated facilities remain unchanged. Risk is limited to one in a million without using best control technology for toxic pollutants and 10 in a million if the best technology is used. The amendments also implement requirements of the federal Clean Air Act to control toxic pollution from major new or reconstructed facilities. In addition, they permanently exempt internal combustion engines used for emergency services and for 18 months exempt wood furniture stripping operations to allow time to study how these businesses can better control their emissions. The Board delayed action for 6 months on adding nickel, sodium hydroxide and hydrochloric acid all used in nickel plating -- to the list of compounds controlled under Rule 1401, with a progress report due back in 90 days. This will provide AQMD time to conduct tests of emissions from nickel plating operations to better understand emission levels and the economic impacts of including nickel plating under the rule. AQMDs socio-economic analysis shows the amendments primarily will affect the rubber and plastic products, electronics, fabricated metals and oil and gas industries. The average annual total cost of adding and operating emissions control devices for all impacted businesses is estimated to range from $5.1 million to $28.4 million from 1998 to 2015. 1402 Rule Proposed Amendments: First working group meeting scheduled for September 1998. BUSINESS ASSISTANCE
AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

INTERGOVERNMENTAL AFFAIRS ACTIVITY
Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.
