BOARD MEETING DATE: October 9, 1998 AGENDA NO. 38
The Technology Committee met on September 25, 1998. Major items discussed included
Technology Advancement items reflected in the regular Board Agenda for the October Board
meeting; a presentation on a completed Technology Advancement project; monthly reports on
environmental justice initiatives 2, 7, 8, and 10, and a briefing on Sunline Transit and
tour of the facility. A summary of these topics with the Committee's comments is provided,
together with an attendance roster. The next Technology Committee meeting will be on
October 16, 1998 at 11:30 a.m. in CC-8.
- Issue RFP for Demonstration of Electric Vehicle Rental Program - Successful
commercialization and acceptability of electric vehicles by end users are important
factors in reducing emissions from on-road vehicles. This action is to issue an RFP to
solicit proposals for demonstration of electric vehicles in a rental program. AQMDs
contribution to this program shall not exceed $200,000. The ARB will co-fund the project
with $100,000 in funds and $100,000 in-kind services, and AQMD will act as a pass-through
for the ARB funds. Additional cost sharing by the proposer is desired. The Committee
reviewed the information presented, and noted their approval of staffs
recommendation.
- Recognize Revenue from the California Energy Commission and Execute Contract to
Establish an Electric Vehicle Charging Infrastructure Network - At the April 1998
Board Meeting, the Board approved amending an existing contract with the California Energy
Commission (CEC) to revise the work statement in order to use CEC funding of $122,000 to
provide vehicle chargers for an EV loan program. As a separate Board item at the September
1998 Board Meeting, the Board approved execution of a contract with the ARB to implement
an EV loan program for state and local government agencies. The CEC funding of $122,000,
which was allocated for expenditure during FY 97-98, needs to be re-encumbered for FY
98-99 and re-directed towards an "EV Charger Program for Southern California." The
Committee reviewed the information presented, and noted their approval of staffs
recommendation.
- Execute Contract to Cost-Share Update of Website Information on Clean Fuel Station
Locations and Provide Related Support Services - There is a need to provide updated
information on the location of clean fuel stations and recharging stations via a highly
visible internet website. Bids were obtained from four firms to update and expand on
information on the location and operational attributes of refueling and recharging
stations for all alternative fuels. Based on bids received, a contract with CALSTART is
proposed to provide up to an additional 500 additional website maps for sites which offer
CNG, LNG, ethanol, methanol, propane, hydrogen and/or electricity. The $112,225 project
includes cost-sharing from the ARB, Federal Transit Administration, the Bay Area Air
Quality Management District and CALSTART. AQMD cost-share will not exceed $67,225. The
Committee reviewed the information presented, and noted their approval of staffs
recommendation. The Committee also asked that language be included in the contract to
ensure that in the event the CALSTART website is terminated prior to the completion of the
project, arrangements will be made to ensure the data base will be provided to the AQMD.
- Execute Lease of Toyota RAV 4 Electric Vehicle - The AQMD demonstrates new clean
fuel vehicles to public and private organizations so potential purchasers may familiarize
themselves with available low emission clean fuel technologies. As part of the Technology
Advancement Alternative Fuel Vehicle Loan Program, vehicles are procured as new
technologies become available. It is proposed that the AQMD lease a 1999 model year Toyota
RAV4 electric vehicle. Total cost to the AQMD will not exceed $27,000. The Committee
reviewed the information presented, and noted their approval of staffs
recommendation.
- Report on Completed Technology Advancement Projects
Mike Bogdanoff, Program
Supervisor, Technology Advancement, presented a final report on the Cosponsorship of a
Solar Electric Bicycle Program.
- Rule 1610 - Laki Tisopulos, Manager Planning, Transportation and Information
Management, presented an update on Rule 1610 revisions. The Committee noted that progress
had been made and the current version of the rule should move forward to the Board for
consideration..
- Monthly Report on Environmental Justice Initiatives
Initiative #2 - Rudy
Eden, Manager Monitoring and Analysis, presented a status report on Environmental Justice
Initiative #2, Ambient Toxic Monitoring. A monthly status report was handed out and is
attached as Attachment B
Initiative #7 - Andy Abele, Manager Clean Fuels Program of Technology
Advancement, presented a status report on Environmental Justice Initiative #7, Cleanup
Incentives for Diesel. A monthly status report was handed out and is attached hereto as
Attachment C.
Initiative #8 - Dave Schwien, Senior Air Quality Engineering Manager, Stationary
Source Compliance, presented a status report on Environmental Justice Initiative #8,
Advanced Field Inspection Technology. A monthly status report was handed out and is
attached hereto as Attachment D.
Initiative #10 - Jill Whynot, Planning and Rules Manager, Stationery Source
Compliance, presented a status report on Environmental Justice Initiative #10, Rules 1401
and 1402. A monthly status report was handed out and is attached hereto as Attachment E.
- Briefing on Sunline Facility - Richard Cromwell of Sunline Transit presented an
overview of Sunlines current projects, as well as its goals, projects and future
plans.

Upon adjournment, the
Technology Committee reconvened for a tour of Sunline Transit facilities. Vice Chair
Leonard Paulitz and Committee member Roy Wilson attended the tour along with AQMD staff.

Study
Status Report - September 1998
AQMD Staff, with peer review feedback, will design and conduct a program of ambient
monitoring for toxic hot spots. Expanded, accurate, reliable, suitable data on exposure
levels will enable us to begin to apply that knowledge to effective problem-solving.

Environmental Justice Initiative No. 7 - Cleanup Incentives for Diesel
Monthly Status Report
August - September 1998
The Governing Board will pursue a set of Initiatives at the local, state, and
federal level to incentivize the early clean-up or removal of diesel engines in the Basin.
Research indicates that low-income communities and communities of color experience
disproportionate air quality impacts associated with diesel engine use.
Support Funding Incentives
- AB 1368 (Villaraigosa), having passed both the Assembly (74 Ayes / 0 Noes) and
the Senate (35 Ayes / 1 Noes), went to the Governor for signature on September 2, 1998.
The co-joined bill, SB 1857 (Brulte), having passed the Senate (36 Ayes / 0 Noes) and
Assembly (73 Ayes / 0 Noes) went to the Governor for signature on September 14, 1998.
- Although AB 1368 and SB 1857 remain on the Governor's desk waiting for approval
or veto, the heavy-duty incentive program is moving forward. The program funding of $25
million is in ARB's budget and is not tied to the legislation.
- One complication of the funds being in ARB's budget is that they fall within the
state's budgeting constraints which is "one year to encumber, two to liquidate".
This means that for the first year, all the money must be encumbered by June 30, 1999.
- Allocation of the funding is primarily dependent on cost-sharing (for every $1
the proposer commits, the ARB can contribute up to $2 from the fund). Funds encumbered
July 1, 1998 forward are eligible as match.
- SB 1857 includes $2.5 million for infrastructure. These funds, like the other
funding, must be spent in a fuel neutral manner. ARB has asked the CEC to assist in
designing an infrastructure funding program.
Continue Statewide Coordination
-
The Program Implementation Team of the Truck Working Group met on September 10
to discuss schedule and logistics of implementing the program. Members of this group
include ARB, CEC, and the Sacramento, Bay Area, San Joaquin, Ventura, Santa Barbara and
South Coast air districts. ARB reported that staff is designing a program to mirror the
provisions of the legislation, and intends to follow the time schedule prescribed in the
bills:
- Public workshop to review the program funding criteria - last week in October
1998.
- ARB approval of the program no later than February 15, 1999 (Note the regularly
scheduled ARB Board meeting is February 25/26).
- Proposals will be due in April 1999.
- The Implementation Group of the Truck Working Group will meet October 13 at the
AQMD.
Coordinate with MSRC and Local Government
- The MSRC will hold its first meeting to design the next two-year work program on
September 29. It is expected that they will again allocate substantial funding to a
heavy-duty vehicle funding program.

Field Inspection Technology
Monthly Status Report
September 1998
Initiative: The AQMD staff will formulate a plan to use modern advances in technology
for enhanced field inspection purposes to better detect pollution problems identified by
the public and investigate ways to enhance AQMDs field presence.
September Progress:
- Refine Testing and Analysis Technologies and
- Improve In-Field Enforcement Capability
- The Board approved work plan to investigate the technical feasibility and cost of
using detection and monitoring instrumentation for routine inspections continued to be
implemented.
- State-of-the-Science Contract Study to Identify Advanced Inspection, Testing,
and Analytical Technology
- The consultants recommendations were due September 11, 1998, however, a
deadline extension has been requested.
- The consultants revised deadline for submission of their final report is now
September 30, 1998.
- Establish a Peer Review Group
- No Peer Review Group activities were scheduled for September.
