Mobile Source Air Pollution Reduction Review
SYNOPSIS:
Below is a summary of key issues addressed at the MSRCs September 24, 1998 meeting. The next MSRC meeting is Thursday, October 22, 1998, at 1:30 p.m. in AQMD Conference Room CC8.

Approval of Minutes
Minutes from the August 27, 1998, MSRC meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).
Work Program Development Subcommittee
The MSRC formed a Work Program Development Subcommittee, consisting of both MSRC and Technical Advisory Committee members, to begin developing its next two-year work program. The Subcommittee will review lessons learned on past work programs and brainstorm on programs for the FY 1999-2000 Work Program. The first meeting of the Work Program Development Subcommittee was Tuesday, September 29, from 2-5 p.m. Monthly meetings will follow to be scheduled at locations around the southland. I will keep you posted on the activities of this Subcommittee.
Management Audit of Discretionary Program
The MSRC decided to conduct a management audit to determine if staff support
functions can be streamlined or consolidated and administrative costs reduced. With assistance from AQMD staff, the MSRC conducted an informal bid process for the
management audit using a list of management audit firms that had previously worked with the AQMD. The MSRC considered the results of the informal bid process and a contract recommendation at this meeting, and unanimously approved contracting with Thompson, Cobb, Bazilio & Associates for an amount not to exceed $9,000. As part of the audit, key MSRC and Technical Advisory Committee members will be interviewed by the contractor, including myself. We will consider this contract award at our October 9, 1998 AQMD Board meeting.
Final Report Received and Approved
The MSRC unanimously received and approved a final report from the University of California Riverside/CE-CERT, which provided $82,844 for an evaluation of street sweeping as a PM10 control method.
All final reports are filed in the AQMDs Library.
Reimbursement of FY 1997-98 Fourth Quarter Miscellaneous Costs
In May 1997 the MSRC approved the reimbursement of AQMD staff and contract administration and technical support for FY 1997-98 in the amount of $545,000 as well as $30,000 for miscellaneous costs, such as printing, mailing and supplies. For the FY 1997-98 fourth quarter miscellaneous costs were $12,269.63 for an annual total of $30,862.22. Fourth quarter staff costs will be provided at the next MSRC meeting.
Contract Modification Requests
The MSRC took the following unanimous actions on requested contract modifications:
1) Approval of a cost reallocation within its hardware and software category, substitution of prototype site to MTA, and a two-month contractual term extension for Southern California Association of Governments Contract #96025, which provides $550,000 for development and demonstration of a Regional Transit Database; and
2) Denial of a six-month contractual term extension for Entertainment Industry Contract #96006, which provides $150,000 for development of a film permitting and computer system.
Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts including the Local Government Match Program. This Contract Administrator Report is attached for your information (Attachment 2).
