PROPOSAL:

Authorize Purchase of Back Office Software and Maintenance

SYNOPSIS:

Currently, AQMD desktop personal computers use the Microsoft Back Office Client software to access Windows NT network servers, E-mail, System Management Server, and SQL Server Databases. This action is to authorize purchase of Back Office software and maintenance for a two-year period. This will provide the latest version of the Back Office Client software for all AQMD desktop computers and servers. Funds for this purchase are included in the FY 1998-99 Budget.

RECOMMENDED ACTION:

Authorize purchase of NT Back Office software and maintenance required to support 850 existing licenses for a two-year period from UNITEK Technology, Inc., at a cost not to exceed $76,200 which is allocated in the District General Office Expense Account.

Background

Last fiscal year AQMD upgraded all staff desktop operating systems to Microsoft Windows 95, which is the most appropriate operating system to meet the desktop computing needs of the AQMD. AQMD desktop personal computers use the Microsoft Back Office Client software to access Windows NT network services, E-mail, System Management Server, and SQL Server Databases. Maintenance for this client/server software is required to ensure that AQMD desktop computers are equipped with the latest version of the software. Staff has determined that a two-year client/server software maintenance support for the existing 850 licenses will provide the optimum service.

Bid Evaluation

Bids for NT Back Office Client/Server software maintenance/licenses were solicited from the firms on the list of prequalified vendors for the Purchase of Personal Computer Hardware, Software, and Installation Services approved by the Board on May 9, 1997. The prequalified vendor list is in effect for a period ending June 30, 1999. Of the nineteen firms on the list, two are woman-owned business enterprises, four are minority-owned business enterprises (two Asian-owned, one Asian-Indian-owned, and one African-American-owned), and one is a minority-woman-owned business enterprise (Asian-Pacific). Four bids were received and evaluated (see attached). UNITEK Technology, Inc. submitted the lowest bid at $70,310.50. Sales tax of 8.25% brings the total purchase cost to $76,111.12.
