PROPOSAL:
Execute Agreement and Recognize Revenue from ARB, and Amend Existing Contract with National Technical Systems for the Phase II Assessment Study of Architectural Coatings.
SYNOPSIS:
ARB has allocated $20,000 towards additional funding for the study to assess the application and durability characteristics of architectural coatings. This additional funding will allow the AQMD to evaluate an additional coating category, as well as support statewide efforts for additional emission reductions from the use of architectural coatings. This action is to amend the existing contract with National Technical Systems by increasing the amount of the contract from $150,000 to $170,000. This contribution from ARB constitutes a budget supplement for which notice as required in Health & Safety Code Sec. 40720(j) was given.

RECOMMENDED ACTION:
- Recognize $20,000 in revenue from the ARB and appropriate these funds to the Professional and Special Services Account for Coatings Research, in the Stationary Source Compliance FY 1998-99 Budget.
- Authorize the Chairman to execute an agreement with ARB to provide additional funding for the evaluation of architectural and industrial maintenance (AIM) coatings.
- Amend existing contract with National Technical Systems, increasing funding from $150,000 to $170,000.

Background
On March 13, 1998, the Board approved the release of RFP #9798-34, Phase II Assessment Study of Architectural Coatings. The study is necessary to assist AQMD staff in assessing options for future implementation of 1997 AQMD Control Measure #97CTS-07, Phase II. The purpose of this RFP was to solicit and identify vendor(s) capable of conducting side-by-side comparisons for various coating categories, and assessing the current state of the application and durability properties of the coatings.
On May 8, 1998, the Board approved the execution of a contract with National Technical Systems to conduct the study. The study is already being developed under the guidance of the AIM Coating Technical Advisory Committee, composed of industry, ARB, and AQMD representatives.
ARB is currently working on updating the 1989 Suggested Control Measure for Architectural Coatings, and would like the AQMD to manage a cost-share project to expand the scope of the current contract with National Technical Systems to include an additional category (Stains) for technological assessment. This additional information could be utilized by the AQMD, ARB and other air pollution control districts for future rulemaking.

Proposal
Staff proposes that the Board recognize from ARB and appropriate the $20,000 in the Stationary Source Compliance FY 1998-99 Budget for Coatings Research. Staff further proposes that the existing contract with National Technical Systems be increased from $150,000 to $170,000.
Resource Impacts
The total cost of the project is $170,000, with AQMDs cost-share not to exceed $150,000. ARB intends to provide $20,000 in funding for this project.
Since the appropriation of funds by the AQMD constitutes a budget supplement within the definition of Health and Safety Code 40720(j), public notice of this proposed supplement was published in the Los Angeles Daily Journal, Riverside Press Enterprise, Orange County Register, San Bernardino Sun, and the Inland Valley Daily Bulletin.
