SYNOPSIS:

This report highlights the July 1998 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of July. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including Speakers Bureau/Visiting Dignitaries), Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs (including Public Records) and Media Communications (including the Public Information Center).

ENVIRONMENTAL JUSTICE UPDATE

1. Town Hall Meetings
  • San Gabriel Valley Town Hall Meeting held August 4.
  • AQMD Staff attended and participated in White House Council on Environmental Quality’s Environmental Justice Community Outreach meeting July 11 at Occidental College.
2. Ambient Monitoring of Air Toxics
  1. MATES-II - Schedule Update:
    • Ten sites now operational
      (Burbank, Los Angeles, Long Beach, Fontana, Pico Rivera, Anaheim, Rubidoux, Huntington Park, Compton and Wilmington.
  2. Microscale Study:
    • Mobile platforms deployed in Pacoima and Montclair.
    • Mobile platform deployment underway for Torrance.
  3. Air Toxics Study Technical Review Group (ATSTRG)
    • Meeting held August 19.
3. Community Response Teams (CRTs)

  • Second Forum previously scheduled for July 25, 1998 has been postponed until Fall.
7. Diesel Fuel Clean-Up Incentives

Promote Statewide Legislative Initiatives

  • AB 2194 (Washington), the bill to re-authorize the AQMD Clean Fuels Program and extend its funding, passed in the full Senate 7/29/98. Bill went to the Governor who vetoed it on 8/16/98..

    Promote Technology Advancement

  • AQMD staff met with DOE's National Renewable Energy Laboratory (NREL) on June 19, 1998 to initiate formal coordination of future programs and projects.

    Continue Statewide Coordination

  • The Incentive Program Implementation Team of the Truck Working Group met in Sacramento on June 2, 1998. Attending the meeting were representatives of ARB, CEC, SCAQMD, SMAQMD, BAAQMD, Ventura and San Joaquin APCDs, and EPA. The group decided to invite DOE/NREL to future meetings. Topics discussed included availability of low-emission engine certification information through ARB's web site; status of the various incentive programs throughout the state; SIP credit for incentive programs; supply of LNG in California, including local liquefaction possibilities and other sources.
8. Field Inspection Technology July Progress:

  • The Board approved work plan to investigate the technical feasibility and cost of using detection and monitoring instrumentation for routine inspections continued to be implemented.

1. Portable Equipment Permitting
  • Formal request made to CARB in February to adopt safeguards statewide.

  • AQMD staff has developed implementation recommendations for Initiative #9:
    - Amend current permitting practices;
    - Ensure that movement and operation does not adversely impact sensitive receptors;
    - 30 day or less duration of operation;
    - Allow location permits only if emissions can be restricted by enforceable permit conditions;
    - Develop a simplified permitting procedure;
    - Require notification of District within 72 hours at one site;
    - Allow up to 30 day extension if all criteria are met;
    - Require fixed site permit after 60 days at location;
    - Cease operation at end of shift or within 4 hours of public nuisance verification;
    - Amend Rules 209, 301 and Reg. XIII to incorporate these recommendations;
    - Maintain request to CARB to amend statewide program to be consistent with these recommendations.

2. Public Comment, Rules 1401 and 1402 Rule 1401 Amendments:

  • At its July 10 meeting, the Governing Board amended Rule 1401 to expand the number of toxic chemicals regulated. The amendments add 14 cancer-causing chemicals and 100 toxic compounds that may cause non-cancer health effects to the rule.
  • Rule 1401’s cancer risk limits for permitting new, modified or relocated facilities remain unchanged at one in a million without use of best available control technology for toxic pollutants (T-BACT) and 10 in a million if T-BACT is used.
  • The Board delayed action for six months on adding nickel, sodium hydroxide and hydrochloric acid – all used in nickel plating -- to the list of compounds controlled under Rule 1401, with a progress report due back in 90 days.

1402 Rule:

  • The first 1402 Working Group meeting will take place Oct. 7.
  • Two of the main objectives of the Oct. 7 meeting will be to develop a rulemaking workplan and to review the initial data coming in from the MATES II Program.

7/7-17 Los Angeles Promote the August 4 San Gabriel Valley Town Hall Meeting at the Baldwin Park Community Center. More than 20 city, community, and legislative offices received flyers. 13,000 public notices mailed.
7/15 Los Angeles Met with officials of the L.A. Integrated Waste Management Office, the L.A. Sanitation Districts, Southern California Edison, and the L.A. Department of Water and Power to discuss plans for next year’s "Mow Down Pollution" campaign. This program would provide a discounted price for people who trade-in their gasoline lawn mowers for electric mulching mowers.
7/21 Riverside General presentation on air pollution to health class at UC Riverside.
7/24 San Bernardino Presentation on AQMD Regulatory Information at workshop sponsored by California’s Coalition for Adequate School Housing.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during July.

7/14, 22 & 29 Headquarters A 35-member multinational delegation on a study tour hosted by the U.S. Information Agency; a 12-member delegation from the city of Chongqing, China; a delegation of 16 members of a junior executive study team from Japan, sponsored by the Japan Productivity Center for Socioeconomic Development; and a seven-member delegation from Taiwan consisting of mayors, county magistrates and representatives of the Taiwan Ministry of Foreign Affairs and the U. S. National Council on U.S./China Relations met with District staff on a variety of air quality issues.
7/24 Los Angeles Gave a presentation on the current status of alternative energy vehicles at a meeting of California State University employee transportation coordinators at Cal State Northridge.

BUSINESS ASSISTANCE

AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

7/2 Orange Yorba Linda Building & Safety Department: Established networking links with the city regarding the final issuance of building clearances.
7/7 Los Angeles Wire manufacturer: Company plans to install an additional process line and control equipment. Discussed necessary application requirements and possible changes to facility VOC limit for emission flexibility.
7/7 Los Angeles Service station: Company planning to upgrade underground storage tanks that are within 1,000 feet of a school, thus requiring public notice. Staff advised of Rules 203, 212,403,402, and excavation requirements.
7/7-8 Districtwide Gave presentations on available Small Business Assistance Office services at a two-day seminar titled "Air Quality Regulations in the Commercial Marketplace."
7/7-10 Districtwide Continued Phase II of the courtesy call program to notify companies that the opportunity to reinstate their expired permits is closing and that they can still re-instate those permits. This saves the companies from having to submit new permit applications.
7/7-31 Los Angeles, Orange, Riverside & San Bernardino Provided air quality clearance letters for the cities of: Bloomington, Burbank, Carson, Covina, Fountain Valley, Huntington Beach, Industry, Inglewood, Lake Forest, Long Beach, Los Angeles, Mission Viejo, Newport Beach, Norco, Northridge, Ontario, Placentia, Rialto, Riverside, Santa Ana, Santa Fe Springs, South El Monte, Stanton, Temecula, Tustin, and Westminster.
7/8 Los Angeles Service station: Company failed Rule 461 test and as a result their permit application was denied. Staff assisted owner with the completion of a variance petition.
7/8 San Bernardino County paint facility (on-site consultation): Booth requires electrical work, manometer gauge, filters and repairs to the exhaust system. Applications given along with copies of pertinent rules.
7/8 Los Angeles Car wash: Provided permit renewal assistance for gasoline tanks.
7/8-10 San Bernardino Blender of polyester resins (styrene): Provided permit assistance to company wanting to build a new manufacturing process.
7/8–29 Los Angeles Service stations and car wash: Assistance with filing petitions for variance.
7/9 Orange Chip manufacturer: Provided permit assistance for installing new low-emission process.
7/9 Los Angeles Furniture manufacturer: Provided permit assistance for expansion.
7/10 San Bernardino Provided demonstration assistance/liaison for university and automobile manufacturer re: technology for ozone vs. laminar flow combustion technology.
7/10 Orange Film coating manufacturer: Provided permit assistance to set up process.
7/14 Orange Company wants to use toxic compounds that are listed in Rule 1401 and needed to know how to permit the equipment.
7/15 San Bernardino Fiberglass company: Relocating and needs assistance on BACT/LAER requirements on equipment.
7/15 Orange Auto repair shop: Requested an on-site inspection. Applications were completed and submitted to AQMD.
7/15 Davis Discussed landfill gas collection and destruction technology with inventor of new process.
7/15 Orange Consulting firm: Provided technology transfer information regarding clean solvents and degreasing equipment.
7/15-17 San Bernardino Fiberglass resin manufacturer: Provided technical consultation on new chopper gun producing lower emissions.
7/16 Los Angeles Metal shop: Expanding operation and adding equipment. Assisted with emission and permitting requirements.
7/16 Los Angeles Auto body shop: Received an NOV for spraying without a permit. Legal requested assistance in working with the company to bring them into compliance.
7/16 Los Angeles Presentation to San Gabriel Valley Commerce and Cities Consortium regarding economic development, AQAF, enforcement activities and permitting.
7/16 Riverside, San Bernardino Met with members of the Farm Bureaus of Riverside and San Bernardino Counties to develop an outreach program to meet the dust control requirements of Rule 403.
7/17 Los Angeles Motion picture set designer: Received an NOV for open spraying. Assisted with on-site audit and application preparation for spray booth.
7/17 Los Angeles Equipment rental company: Requested assistance with annual emission fee billing report.
7/21 Los Angeles Dry Cleaner: Rule 1421 interpretation of change of location, and application forms and fees.
7/21 Los Angeles Medical equipment manufacturer: Worked with Public Facilities Unit to assist company with regulatory and permit assistance issues regarding chlorine dioxide sterilizers.
7/21 Los Angeles Met with SSC and representatives of the sanitation districts and the state Water Resources Control Board to discuss Rules 1171 and 1122 outreach. The main issue is to ensure that people complying with our water-based cleaning rules are not pouring wastewater down the sewers and disrupting wastewater treatment plants.
7/22 Orange Consultant: Provided technical assistance on clean solvents and manufacturing processes for aerospace industry.
7/22 San Bernardino Steel manufacturer: Provided permit assistance for roll-coater.
7/22 San Bernardino Ontario Permit Assistance Center: Assisted with information on Rule 1401 – Carcinogenic Air Contaminants, for proposed plant that will inject ammonia solution on cotton seeds to reduce aflatoxins.
7/23 Out of Basin Furniture manufacturer: Provided permit assistance for expanding existing furniture line.
7/23 Los Angeles Ship painter: Provided technical and Rule 1106 - Marine Coating Operations, assistance.
7/23 Districtwide Permit assistance to company wanting to finance pollution control equipment for furniture companies needing to comply with BACT/LAER.
7/25-26 Districtwide Staff operated an information booth regarding water-based cleaning requirements of Rule 1171 at the Auto Repair and Service Expo, Anaheim Convention Center. Estimated attendance - 12,000 auto mechanics.
7/28 Los Angeles General contractor: Company is currently working on the earthquake retrofit project of Los Angeles City Hall building. Assisted contractor with permit requirements for portable I.C. engines.
7/28 Orange AQMD co-sponsored, and staff spoke at, a water-based cleaning seminar and expo held at the Disneyland Hotel. More than 50 varieties of water-based cleaning systems were on display at the expo, and more than 250 people attended the seminar.
7/29 Los Angeles Feed mill plant: Facility wants to use ammoniation process prior to cotton seeds being processed for cattle feed. Staff provided guidance with permit requirements.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.

7/16 San Bernardino Attended and participated in the San Bernardino County City Managers Meeting. Discussed alternative fuel vehicles with city managers from Ontario, San Bernardino, and Highland.

7/23 Orange Called AB 2766 Coordinators for all the cities in Orange County to remind them of July 30 deadline for submitting AB 2766 Subvention Fund expenditure reports for FY 96-97.
7/28 Riverside Met with Riverside County Transportation Commission (RCTC) Executive Director to discuss regional air quality matters.
7/28-29 Los Angeles, Riverside, San Bernardino Called the AB 2766 coordinators for all the cities in Los Angeles, Riverside, and San Bernardino counties to remind them of the deadline for faxing back the Annual Expenditure Reports to the AQMD.
