PROPOSAL:

Strategic Plan for Information Management

SYNOPSIS:

Information Management is responsible for data systems management services in support of all AQMD operations. To help focus current and future activities, Information Management has prepared a Strategic Plan that defines information system goals, reviews current information systems status, and identifies key strategic initiatives for information technology for the agency. This action is to receive and file the Strategic Plan for Information Management.

Background

Information Management (IM) provides a wide range of information systems and services in support of all AQMD operations. IM’s primary goal is to provide automated tools and systems to implement Board-approved rules and regulations and to improve internal efficiencies. On January 2, 1996, IM produced a Strategic Plan for Information Management that outlined information goals and objectives; identified, consolidated, and prioritized the major IM issues confronting the AQMD; and set out primary strategic initiatives to address these issues. Ongoing technological advancements and changes in AQMD’s needs necessitate revision and update of the Strategic Plan for Information Management on a periodic basis. Staff has prepared an update to the 1996 plan that provides a status report of the initiatives originally presented and lays out goals and initiatives for the next two years.

Summary of Report

The 1998 update of the Strategic Plan for Information Management reviews and presents IM’s current strategic goals. These goals have grown out of policies and directions identified by the Governing Board, needs of the individual divisions served by IM, and needs of the agency as a whole. The plan presents IM strategies for two key areas: Application Development and Computing Infrastructure. Application Development encompasses the design and implementation of computer software "systems" for AQMD business functions – from permitting and compliance to accounting and human resources. Computing Infrastructure includes the desktop environment, both data and voice networks, and the central application servers. The Application Development strategies continue the previous direction toward streamlining operations and increasing productivity (for both the users and the programmers). Strategies for the Computing Infrastructure focus on maintaining or increasing system performance and providing the necessary tools to do the job.
