Mobile Source Air Pollution Reduction Review

SYNOPSIS:

Below is a summary of key issues addressed at the MSRC’s August 27, 1998 meeting. The next MSRC meeting is Thursday, September 24, 1998, at 1:30 p.m. in AQMD Conference Room CC8.

Approval of Minutes

Minutes from the July 23, 1998, MSRC meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).

Work Program Development Subcommittee

The MSRC has formed a Work Program Development Subcommittee, consisting of both MSRC and Technical Advisory Committee members, to begin developing its next two-year work program. The Subcommittee will review which projects have been successful, which haven’t, what others are planning to reduce mobile source emissions reductions, and receive input from focus groups and public input. The first meeting will be convened at the end of September, either September 29 or 30, at the AQMD. Requests for Proposals for the first year of the next two-year work program will be considered by our Governing Board at the end of 1998.

Management Audit of Discretionary Program

The MSRC has decided to conduct a management audit to determine if staff support
functions can be streamlined or consolidated and administrative costs reduced. With assistance from AQMD staff, the MSRC will conduct an informal bid process for the management audit using a list of management audit firms that have previously worked with the AQMD. The MSRC will consider the results of the informal bid process and a contract recommendation at its September 24, 1998 meeting. The AQMD Governing Board will consider this contract at its October 9, 1998 meeting. The contract will not exceed $10,000.

Final Reports Received and Approved

The MSRC unanimously received and approved five final reports. They are as follows:.

  1. City of Santa Clarita Contract #C95020, providing $30,000 for bus stop display units in Santa Clarita;

  2. Diversified Paratransit, Inc. Contract #C95023, providing $25,000 for a "taxi-link" shared ride taxi service;

  3. Lapis Energy Organization, Inc. Contract #C96012, providing $322,411 for a compressed natural gas school bus project;

  4. City of Torrance Contract #C97007, providing $80,733 for a "Spokes for Folks" Commuter Bicycle Program; and

  5. Bike Stations, Inc. Contract #C97010, providing $76,975 for a Long Beach Bike Station Frequent Rider Program.

All final reports are filed in the AQMD’s Library.

Contract Modification Requests

The MSRC took the following unanimous actions on requested contract modifications:

1) Approval to terminate R&D Transportation Services Contract #98007 because of an inability to reach ridership capacity;

2) Approval of a one-year contractual term extension and cost reallocation for Los Angeles County Metropolitan Transportation Authority Contract #96041;

3) Approval of a one-year contractual term extension and vehicle substitution for Battelle Contract #97016;

4) Approval of a three-month extension for the EV charging installation deadline for City of Anaheim Contract #97037;

5) Approval of an advance payment in the amount of $10,000 for bicycle incentives for 1998-99 Work Program Bicycle Proposal #19-5 with BCCIE;

6) Return of Award ($58,387.50) on 1997-98 Work Program Proposal #47-2 with Southeast Community Development Corporation for its smart shuttle demonstration; and

7) Return of Award ($73,139) on City of Glendale Contract #97038 for EV
Infrastructure within Quick Charge.

Within the Quick Charge Program, the MSRC also approved an extension of the installation deadline on Department of Water & Power Contract #97039 through December 31, 1998, for EV charging installations, along with several site relocations and reallocations of chargers from sites that dropped out. However, the MSRC denied extensions into 1999 because it would overlap the second phase of Quick Charge, known as EVCharge which will begin later this fall. The first phase of Quick Charge was allocated $1.8 mllion; the second phase EVCharge was allocated $2 million. To remain fair and equitable, the MSRC decided to contact the other 23 contractors within the first phase of Quick Charge to determine if they need additional chargers at existing sites using unspent dollars under their current contracts. This may result in several contract modifications.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts. This Contract Administrator Report is attached for your information (Attachment 2.
