PROPOSAL:
Issue RFP for Management Firm to Operate Diamond Bar Headquarters Childcare Center
SYNOPSIS:
The contract with National Pediatric Support Services, Inc. for the management and operation of the Diamond Bar headquarters childcare center expires on August 31, 1999. Staff requests permission to issue an RFP to solicit bids from interested parties in order to secure a new three-year contract for these services.

Background
On April 12, 1996, the Board awarded a contract to National Pediatric Support Services, Inc. to manage and operate the childcare center at the Diamond Bar headquarters facility. This contract expires August 31, 1999. To secure a contract for the next three-year period, AQMD needs to issue an RFP to solicit proposals from childcare center management firms.
Proposal
This action is to authorize staff to issue RFP #9899-27 to solicit proposals from childcare center management firms.

In accordance with AQMD's consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD's own electronic listing of certified minority vendors; AQMD Purchasing's mailing list; and AQMD Administrative & Human Resources's list of interested childcare center management agencies. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and will be placed on the Internet at AQMD's Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and on AQMD's 24-hour telephone message line for bidders (909) 396-2724.
Bid Evaluation
Proposals received will be evaluated by a diverse, technically qualified panel in accordance with the criteria described in the attached RFP.
Resources
AQMD currently covers about $140,000 annually in support of childcare center operations, including providing the building and equipment and paying such costs as utilities, maintenance, telephone, landscaping, security, and janitorial services. No additional costs beyond those included in each fiscal year budget are anticipated relating to this RFP.
