The Rule and Control Measure Forecast Report provides the Board with a monthly update
of AQMDs rulemaking and control measure implementation schedule. Rulemaking is a
dynamic process, subject to ongoing revision. Scheduling changes which occurred since last
months forecast are summarized.

from Woodworking Operations (PM10) |
| Proposed Control Measure #97PRC-01 is rescheduled from July
1999 to December 1999. Staff needs additional time to estimate emissions and develop
proposed requirements for controlling PM10 emissions from woodworking operations. |
| WST-02 Emission Reductions
from Composting Operations |
| Emissions and emission reductions have not been determined
for composting operations. An inventory contract, including development of a comprehensive
composting emissions inventory, is underway as part of the 2000 AQMP Technical Enhancement
Program. Control efficiency research proposed for Proposed Rule 1419 (CM #97WST-01) for
livestock waste control options includes composting related projects. Results from these
programs are needed for the technology assessment to be completed, necessitating a delay
in the September 1999 rule adoption schedule. |

September 1999. Staff is still assessing compliance rates and potential approaches
