The Stationary Source Committee met Friday, March 19, 1999. Following is a summary of
that meeting. The next meeting will be April 23, 1999, at 11:00 a.m., in Conference Room
CC8.

DISCUSSION ITEMS
Rule 462 Organic Liquid Loading
Gary Turner, Senior Air Quality Engineer presented this item. Gary reported that this rule
is being amended to address a SIP fix identified by EPA. Rule 102 is being referenced for
exempt compound definitions and the vapor leak definition is being changed to be
consistent with EPA methods. Also included in the rule language is a District approval
procedure that is consistent with CARBs.
Reg. III Fees
Jill Whynot, Planning and Rules Manager, gave a brief overview of the amendments to Reg.
III which are scheduled for the May Board meeting. The proposal is an annual update to
Reg. III. Items that need to be considered for next year are on-going permit streamlining
activities and the results of the fee study. A 2.0% CPI increase is being proposed
consistent with the state index. Last week a public workshop was held on March 10. Three
comment letters were received. Staff is evaluating several requests raised in the letters
and from the public workshop. There will be two more opportunities for input at the public
workshop on the draft budget on April 13 and at the Governing Board budget workshop
scheduled for April 23.
Rule 218 Continuous Emissions Monitoring
John Higuchi, Manager, briefed the committee on the proposed amended Rule 218 and proposed
Rule 218.1. In response to public comments made at a previous meeting, staff made two key
changes to the proposal. The first was to include the option to choose to comply strictly
with the federal requirements and specifications and included a waiver provision to allow
existing monitors to continue under existing requirements beyond the compliance date in
the rule if they would properly function. At the September 18, 1998 Stationary Source
Committee meeting, the Committee directed staff to consult with EPA regarding the
stringency of the proposals compared to federal requirements and standards, conformity
with Title V, and federal enforceability. EPA Region IX and AQMD staff worked out all of
the SIP approval issues related to these rules. Changes to the rule language have been
made to reflect the agreements between EPA and staff. A consultation meeting will be held
with affected facilities on April 2, 1999 to review these changes and take comments.
Report on the Effectiveness of Regulation XIII New
Source Review
Pom Pom Ganguli, Sr. Manager, gave a brief overview of the two types of the new source
review requirements. The federal requirements are applicable to major sources only while
state law requires no net emissions increase from all permitted sources. The previous
state law compliance was reported based on "permitted" emissions. This has been
revised to "actual" emissions.
As of July 1998, AQMD is in compliance with federal and state NSR offset requirements.
However, the supply of NOx reductions is low.
Award RFP for Engineering Services
Alene Taber, Sr. Manager, reported that this item will be presented at the April Board
meeting. There have been two contractors in the past. Thirty-two RFPs were sent out with
four responses. Two contractors passed the technical level. The recommendation is to award
the contract to Air Quality Specialists, Inc. in the amount not to exceed $155,000.00 for
this year.
Rule 1113 Architectural Coating Status Update
Jack Broadbent, Deputy Executive Officer, gave a brief status report on the proposed
amendments to Rule 1113 Architectural Coatings. Last year, a study was conducted by
Eastern Michigan University for the AQMD that durability use performance issues needed to
be evaluated with low VOC coatings. Accordingly AQMD staff contacted National Technical
Systems to study such issues. Laboratory testing is on going and results have been coming
in and will be reviewed by the technical review committee. The committee includes
representatives from the AQMD, state, industry representatives, paint contractors, and
paint manufacturers.
Extensive discussions regarding this proposal have been underway with the paint
manufacturers. AQMD staff is in negotiations and feel we are very close to an agreement on
the proposal. Manufacturers are in support on the interim and final limits being proposed.
Representatives of Dunn Edwards addressed the Committee. They indicated support for the
staff proposal, pending further discussions and agreement on language and for the
Rules averaging provision and technology/reactivity analysis that would be included
prior to the final limits becoming effective.
Status of Environmental Justice Initiatives:
Initiative #2: Ambient Air Toxic Monitoring
Mel Zeldin, Director of Planning and Policy, reported that the program continues to be
going well. Sampling will be concluded this week.
