The Stationary Source Committee met Friday, July 23, 1999. Following is a summary of
that meeting. The next meeting will be August 20, 1999, at 11:00 a.m., in Conference Room

The meeting began at 11:05 a.m. Present were, Leonard Paulitz and Jon Mikels, Committee
Chair Mee Hae Lee, arriving at 11:10, and Ron Loveridge, arriving at 11:15. Leonard
Paulitz began the meeting.
DISCUSSION ITEMS
Rule 1418 Halon Emissions from Fire Extinguishing Equipment
Jill Whynot, Planning and Rules Manager, presented this item. Since 1995 variances have
been granted to a facility to allow discharge testing of Halon 1301 on aircraft and
military vehicles. The Department of Defense and the Federal Aviation Authority require
them to use a specific Halon to test these fire extinguishing systems and AQMD rules did
not allow that. An adjustment is being made which would require the company to recover and
recycle 95% of the Halon under most situations. Staff is also streamlining the
recordkeeping and reporting requirements and making minor changes to be consistent with
the federal regulations. No significant comments have been received. The public hearing
for this rule is September 1999.
Rule 1401 New Source Review of Toxic Air Contaminants
and Rule 219 Equipment Not Requiring a Written Permit Pursuant to Regulation II
Jill Whynot presented this item. The state has recently finalized acute risk values for
approximately sixty chemicals. There is a recommendation from the Permit Streamlining Task
Force to tie the need to get a permit to the risk level rather than a screening level
based on emissions. Two issues have been raised. The Chemical Manufacturers Association
requests that we not implement requirements for methyl ethyl ketone (MEK) and isopropyl
Alcohol (IPA). EPA is considering removing MEK from the list of hazardous air pollutants,
which would take one to two years and then the state would follow. With IPA, the chemical
manufacturers have petitioned the state to remove it from the air toxics list and AB2588.
Staff did not identify that this would be an impact on industry. Staff is proposing to add
MEK and IPA to be consistent with the states recommendation on the acute factors.
This rule is scheduled for public hearing in August.
Report on Discussion with Architectural Coatings Industry
Jack Broadbent, Deputy Executive Officer of Planning & Rules, reported on this item.
There have been three lawsuits filed, and meetings with industry are continuing. The
Committee acknowledged the Industry issues, which were attached to the agenda. A long-term
working group has been established, along with an averaging compliance option and niche
market subgroup. A Technical Advisory Committee has been established for oversight of
field studies and future technology assessments. Staff recommends proceeding with the
implementation of Rule 1113 Architectural Coatings. Staff will continue to work on
resolving issues with industry.
Rule Forecast Report
Jack Broadbent reported that there will be five rulemakings at the August Board meeting.
Proposed amendment to Rule 1186 PM10 Emissions from Paved and Unpaved Roads and
Livestock Operations is scheduled for September. Lupe Valdez, Deputy Executive Officer of
Public Affairs and Transportation Programs, commented on AB2766 funding. The ARB
recommends that cities that are funding street sweepers only fund the differential cost.
As an incentive, staff is pursuing total funding for clean fuel street sweepers. Proposed
Amended Rule 1171 Further Emission Reductions from Solvent Cleaning Operations is
scheduled for hearing in October.
Notice of Violation Penalty Summary
Peter Greenwald, General Counsel, reported on this item. Most of the penalties listed on
the summary are the average amount that has been obtained in the last year or two.
Status of Environmental Justice Initiatives:
Initiative #2: Ambient Air Toxic Monitoring
Rudy Eden, Senior Enforcement Manager of Science and Technology Advancement, called the
Committees attention to the status report provided with the agenda.
Initiative #10: Rules 1401 and 1402 Jill Whynot, Planning and Rules Manager, reported that the working group was meeting
to further discuss proposals for reducing cumulative air toxic exposures in the basin.
Comments that have been received have been positive.
Public Comment
John Billheimer expressed concerns regarding EPA use of Section 114 information request
letters and a current enforcement investigation by the District Attorney.
