PROPOSAL:
Issue Request for Qualifications to Prequalify Providers of Blended Mixed Gases for Laboratory Use
SYNOPSIS:
AQMD expects to spend approximately $70,000 in each of the next two fiscal years to purchase blended mixed gases for use in a wide variety of analytical and monitoring needs. The laboratory uses compressed gases as quality control standards. This action is to issue a Request for Qualifications to establish a list of prequalified vendors from whom competitive bids may be solicited for the purchase of blended mixed gases for use in FY 1999-2000 and FY 2000-2001.

Issue the attached Request for Qualifications #2110 to prequalify providers of blended mixed gases for laboratory use.

Background
The AQMD uses compressed gases (blended specialty mixes) for a wide variety of sampling and analysis purposes, including quality control standards. The current annual list of prequalified vendors expires on June 30, 1999, and it is necessary to establish a new list for the next two fiscal years. This Request for Qualifications (RFQ) will be used to establish a new list of prequalified vendors from whom competitive bids may be solicited for the purchase of blended mixed gases. For each of the next two fiscal years, the estimated expenditure for such materials is $70,000.
Proposal
Issue a Request for Qualifications to establish a list of prequalified vendors from whom competitive bids may be solicited for purchase of blended mixed gases for laboratory use. This list will be valid for a two-year period covering FY 1999-2000 and FY 2000-2001.

In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFQ and inviting bids will be published in the following publications:

Additionally, potential vendors will be notified from the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Notice of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business & Job Opportunities" icon] and AQMDs bidders 24-hour telephone message line (909) 396-2724.
Bid Evaluation
Qualifications timely received will be evaluated by diverse panel of technically qualified individuals according to the criteria described in the attached RFQ #2110.
Resource Impacts
It is estimated that $70,000 will be spent for the purchase of blended mixed gases in FY 1999-2000 and FY 2000-2001, and funding will be subject to approval of the FY 1999-2000 and FY 2000-2001 Budgets.
