PROPOSAL:
Reclassify Two Air Quality Inspector Positions to Air Quality Specialist
SYNOPSIS:
Based on results of a consultant-conducted classification study of positions in Stationary Source Compliance, Human Resources staff recommends reclassifying one Air Quality Inspector II position and one Air Quality Inspector III position to Air Quality Specialist. This action recognizes changes that have occurred in the duties of these two positions. This item was reviewed by the Administrative Committee on January 22, 1999, and recommended for approval.

Background
A classification study, conducted by contract consultant Comp. Plus, Inc., found the duties and responsibilities assigned to one Air Quality Inspector II position and to one Air Quality Inspector III position in Stationary Source Compliance to be more appropriately classified as Air Quality Specialist. Both positions have been assigned lead responsibilities on rule writing projects. Study recommendations were discussed with Teamsters Local 911, the union representing employees in the inspector classifications, and with the San Bernardino Public Employees Association, the representative of employees in the Air Quality Specialist classification. Both unions are in agreement with these recommendations.
Proposal
Reclassification recommendations are summarized in Attachment A. Since the study found the incumbents of positions being recommended for reclassification have been performing at the higher level for a significant period of time, it is requested these incumbents be reclassified along with their positions. Reclassification actions would take effect at the beginning of the first pay period following Board approval.
Resource Impacts
At current Board-approved salary levels, the annual fifth-step salary cost for Air Quality Specialist would be approximately $20,768. The cost for the remainder of the fiscal year for reclassifying these two positions would be approximately $5,345. No additional appropriation is requested as there are sufficient funds allocated in the approved FY 1998-99 Budget.
