The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Rulemaking is a dynamic process, subject to ongoing revision. Scheduling changes which occurred since last month’s forecast are summarized.
Rules to be Rescheduled/Removed and Additions

| Proposed Control Measure #97CTS-03 is rescheduled from February 1999 to March 1999. Additional time is needed for staff to finalize public outreach materials. |
Rule 518.2 – Federal Alternative Operating Conditions |
| Proposed Amended Rule 518.2 is rescheduled from May 1999 to August 1999. Pending further EPA comments, amendments to this rule are postponed to be consistent with AQMP revisions. |
Rule 1158 – Storage, Handling, and Transport of Coke, Coal and Sulfur |
| Proposed Amended Rule 1158 is rescheduled from March 1999 to April 1999. Additional time is needed for further emission calculations. |

| The California Air Resources Board has postponed the release of its regulatory needs assessment for lead. Also, staff wishes to explore alternative regulatory approaches in addition to direct AQMD rulemaking. Therefore, the schedule of these proposed rules will be determined in the future. |
Rule 1610 – Old-Vehicle Scrapping |
| Proposed Amended Rule 1610 is rescheduled from March 1999 to September 1999. Staff is waiting for ARB to finalize the recently adopted statewide scrapping rule. |
