PROPOSAL:
Issue RFQ to Purchase Compressed Pure Gases and Cryogenic Liquids
SYNOPSIS:
AQMD expects to spend approximately $60,000 to purchase compressed pure gases and cryogenic liquids in each of the next two fiscal years. These gases are used in a wide variety of analytical and monitoring needs. The laboratory uses compressed pure gases as carrier gases and purging agents, and cryogenic liquids are used to concentrate samples for gas chromatographic analysis for PAMS and other network samples. This action is to issue an RFQ to purchase compressed pure gases and cryogenic liquids in FY 1999-2000 with an optional extension to cover FY 2000-2001.

Issue the attached RFQ #2111 to purchase compressed pure gases and cryogenic liquids for laboratory and air monitoring needs.

Background
The AQMD uses compressed pure gases and cryogenic liquids for sampling and analysis of air pollutants. The laboratory uses compressed pure gases as carrier gases and purging agents, and cryogenic liquids are used to concentrate samples for gas chromatographic analysis for PAMS and other network samples. The current annual contracts for these products expire on June 30, 1999. In order to assure that the laboratory maintains its capabilities to conduct air analyses from one fiscal year to the next, new contracts must be in place by July 1, 1999. This RFQ will be used to purchase compressed pure gases and cryogenic liquids with an estimated annual expenditure for such materials at $60,000.
Proposal
Issue an RFQ to purchase compressed pure gases and cryogenic liquids for laboratory and air monitoring use for FY 1999-2000 with an option for AQMD to purchase such gases for FY 2000-2001.

Bid Evaluation
Quotations timely received will be evaluated by diverse panel of technically qualified individuals according to the criteria described in the attached RFQ #2111.
Resource Impacts
It is estimated that $60,000 will be spent for the purchase of compressed pure gases and cryogenic liquids in each of FY 1999-2000 and FY 2000-2001, and funding will be subject to approval of the FY 1999-2000 and FY 2000-2001 Budgets.
