PROPOSAL:

Issue RFP to Prequalify Vendors for System-wide Hardware/Software Maintenance and Support Services

SYNOPSIS:

The AQMD is seeking to prequalify a list of vendors to provide system-wide hardware/software maintenance and support services. This action is to release an RFP to competitively develop a list of prequalified vendors to provide these services for a two-year term. Total funding for these purchases ($241,712) has been allocated in the FY 1998-99 Budget.

Background

In support of AQMD's air pollution control activities, Information Management programs, operates, manages and maintains multiple mini-computers; and provides staff with desktop computer systems as a platform for individual productivity and to access AQMD mini-computer systems. These mini-computers perform diverse functions from the Clean Air Support System (CLASS) to financials and airshed modeling. The attached RFP identifies the mini-computers managed by Information Management, along with their peripheral devices and a description of the applications that run on these computers. Timely and accurate diagnostics maintenance and repair of these mini-computers, network, and desktop computers are essential to provide mission-critical functions on these computer systems.

The need to maintain desktop computer equipment and software and to provide support services will continue as technology advances and more powerful tools are needed. Additionally, software upgrades will be required to ensure continued software and data compatibility across desktops.

Proposal

Through the attached RFP, AQMD is seeking to competitively prequalify vendors capable of providing system-wide hardware/software maintenance and support services for a two-year term. Pre-qualifying vendors facilitates ordering these services; those on the recommended list are the only vendors allowed to submit quotes for maintenance and support services. These bidding and pre-qualification processes will ensure that the AQMD is using the most cost-effective providers for these services. The outcome of this RFP will be a staff recommendation to enter into a two-year term agreement with the selected vendors for the hardware/software maintenance and support services identified in the RFP on an as-needed basis.

Additionally, potential bidders will be notified from the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notice of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation
Proposals received will be evaluated by a diverse panel of technically qualified individuals according to the criteria described in attached RFP.

Resource Impacts
Sufficient funds are allocated in the FY 1998-99 Budget.
