Set Public Hearing February 12, 1999 to Receive Public Input on Executive Officer’s Program Goals/Objectives for FY 1999-2000

SYNOPSIS:

AQMD annually establishes a set of Program Goals/Objectives for the upcoming year. Draft program Goals/Objectives for FY 1999-2000 have been developed and will serve as the foundation for AQMD’s Work Program.

RECOMMENDED ACTION:

Set a Public Hearing February 12, 1999, to Receive Public Input on the Executive Officer’s Program Goals/Objectives for FY 1999-2000.

Background

One of the first steps in preparing the new budget has been the development of the program Goals/Objectives document. The attached Goals/Objectives for FY 1999-2000 are proposed to serve as the foundation for the AQMD’s FY 1999-2000 Work Program.

Emphasis for next year will be on

• continued implementation of the Board’s initiatives on Environmental Justice, Inland Empire priorities, and the Children’s Air Quality Agenda;
• achieving a balanced budget for future years and improving efficiency and
  productivity;
• resolving remaining issues with U.S. EPA regarding implementation of Title V (operating permits), Title III (toxics), and Lowest Achievable Emission Rate (LAER);
• implementation of permit streamlining actions;
• an aggressive rulemaking calendar related to reaching the goals outlined in the latest revision of the AQMP; and
• implementation of PM_2.5 and community-level air quality monitoring.

Staff will continue to work with a Budget Advisory Committee made up of representatives of industry, environmental organizations, and interested public members to gain policy input and direction. Staff believes that it is important to continue to encourage input into the budget process from as many interested parties as possible. Therefore, the Executive Officer recommends that a hearing be scheduled February 12, 1999 for the purpose of receiving additional public input on the Program Goals/Objectives for FY 1999-2000. A public workshop and public hearing to adopt the budget are to be scheduled for April and May, respectively.
