SYNOPSIS:

This report highlights the May1999 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of May. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

INITIATIVE ACTIVITY
1. Town Hall Meetings Alhambra Town Hall Meeting held June 9, 1999.
2. Ambient Monitoring of Air Toxics 1. MATES-II and Microscale Study:
  • All sampling completed.
  • Laboratory analyses in final stages.

2. ATSTRG Meeting held June 8, 1999

Updates and discussions on the following key topics:

  • Microscale and area-wide inventories.
  • Statistical analyses of final data base.
  • Analyses of ARB's historical toxic data base.
3. Community Response Teams
  • Alhambra

    AQMD staff met with area residents to discuss permitting activities and community involvement. Based on several activities occurring in the community, a Town Hall Meeting was held on June 9, 1999 which over 150 residents attended.
  • LAX Air Monitoring Advisory Group

    Based on information gathered at the Westchester Town Hall Meeting, an LAX Air Monitoring Advisory Group was formed with representatives from community groups, educational professionals, and public officials. The first meeting was April 28, 1999 in Inglewood. Discussions centered on where air monitoring equipment will be located and how data will be collected. An open house was held for the Advisory Group on May 26 at Felton Elementary School. The next meeting of the Advisory group will be after data collection is completed.
4. CEQA Commenting Commenting

5. Environmental Justice Task Force
  • Task Force met May 27, 1999 in Diamond Bar.
  • Compact completed and will be presented to Governing Board at June meeting.
6. City of Los Angeles Environmental Justice Forum Second Forum date to be determined.
7. Diesel Fuel Clean-Up Incentives Support Funding Incentives
  • The heavy-duty vehicle incentive program, known as the Carl Moyer Air Quality Incentive Program, is moving forward.
  • The AQMD Moyer Program began accepting proposals May 7, 1999. The RFP closing date is July 1, 1999.
  • As of May 20, 1999, 17 proposals for a total of 437 vehicles have been received by the AQMD. Proposals are currently being evaluated.
  • AB 1571, authored by Assembly Speaker Villaraigosa and Senator Brulte, was introduced to continue the Moyer Program and put it into state law. It has passed the Assembly and is now on the way to the Senate for consideration.
  • The Governor signed SB 98 to reauthorize the AQMD's Clean Fuels Program on June 8, 1999.

Promote Technology Advancement

  • Recent contracts, proposed or awarded in March-June 1999, related to clean fuel alternatives to heavy-duty diesel engines and vehicles include:

    - Demonstration of reduced vehicular emissions through throttleless engines using alternative fuels.

    - On-road system for emission measurement from heavy-duty trucks.

    - Evaluation of the effects of biodiesel and other clean fuel blends on exhaust emission rates and reactivity.

    - Evaluation of the effects of biodiesel fuel on emissions from heavy-duty off-road vehicles.

    - Evaluation of methanol fuel quality specifications for proton exchange membrane fuel cells.

Other Issues

  • AQMD staff has received and is currently reviewing a report by LACMTA regarding recommendations on future bus procurement and its Alternative Fuel Initiative.
8. Field Inspection Technology Completed December 1998.
9. Portable Equipment Permitting
  • Toll-free number established for notification purposes (877) 810-6695.
  • Staff is currently working with Permit Services and Information Management to develop an automated program to modify permits following annual renewal. There are currently 3,000 permits requiring this change.
10. Public Comment, Rules 1401 and 1402 Rule 1401 Amendments:
  • Proposed Rule 1401 changes to remaining risk values and effective dates scheduled for August Board meeting.

Rule 1402 Amendments:

  • Coordinating with MATES II information.
  • Rule changes anticipated in summer/fall.

The following describes community events and public meetings that provided AQMD customers with air quality information during May.

5/6 Los Angeles Spoke with Darling Industries regarding processing outstanding invoices from area schools that were selected to receive Mutual Settlement Agreement (MSA) funds. All schools have now forwarded itemized invoices for payment.
5/7 Riverside Coordinated and staffed Educators Conference on Air Pollution and Children’s Health at the Riverside Convention Center. 150 in anticipated.
5/12 Orange County Coordinated AQMD’s production of award certificates for winners of Poster and Poetry contest for American Lung Association (ALA) Orange County.
5/13 Los Angeles Coordinated and staffed Educators Conference on Air Pollution and Children’s Health at the Embassy Suites Hotel in Downey. 150 in attendance.
5/25 Inland Empire Met with Radio Disney in Inland Empire to discuss partnering opportunities.
5/25 Agencywide Representative from Senator Hughes’ office in Sacramento wants more information on District’s Ethnic Community Advisory Group. Forwarded copies of past meeting agendas.
5/26 Los Angeles Participated in staffing a booth at Wilson High School for outreach on air quality information.
5/26 Riverside Attended Latino Issues Forum Conference, "Asthma in Minority Communities." Provided smog and health information to conference attendees.
5/28 Los Angeles Attended Community Meeting with Rowland Unified School District to discuss Sigma Plating Health Risk Assessment.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during May.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

5/4 Orange Auto body shop: Received a Notice to Comply for a paint spray booth. Provided a permit application package, advised them of fees, and assisted in completing the applications.
5/4 Los Angeles Aggregate processing facility: Requested information/assistance regarding applying for a variance. Provided materials explaining variances and the Hearing Board and provided forms to file the petition. Also offered to assist in the completion of forms.
5/4-28 Los Angeles, Orange, Riverside, San Bernardino Provided air quality clearance letters for companies in the cities and areas of: Brea, Carson, Colton, Compton, Corona, Costa Mesa, Cypress, Dana Point, El Segundo, Fontana, Fountain Valley, Fullerton, Glendale, Hacienda Heights, Hemet, Huntington Beach, Huntington Park, Industry, Irwindale, Laguna Niguel, Lakewood, La Mirada, Long Beach, Los Angeles, Rancho Santa Margarita, Riverside, San Bernardino, San Clemente, San Fernando, Santa Fe Springs, South El Monte, South Gate, Stanton, Temecula, Torrance, Vernon, West Los Angeles, Whittier, Woodland Hills, and Yorba Linda.
5/5 Los Angeles Printing and publishing facility: Requested information/assistance regarding the District’s Emission Reduction Credit Program. Provided rules and explained the requirements, as well as a list of Emission Reduction Credit dealers.
5/5 Riverside Metal products manufacturer: New business setting up a powder coating operation. Provided a permit application package and advised them of fees and applicable rules. Also offered to assist in the completion of forms.
5/6 Los Angeles Miscellaneous manufacturer: New business installing spray booths, abrasive blasting cabinets and control equipment. Met with the company and provided permit application packages and assisted in the completion and submittal of the applications.
5/7 Los Angeles Wood refinishing facility: Received a Notice to Comply for a paint spray booth. Provided applicable rules, a permit application package, advised them of fees, and assisted in completing the applications.
5/11 Los Angeles Paper-based design company: Conducted an on-site compliance inspection. Reviewed the existing spray booth permit and other non-permitted equipment in the facility. Advised the company on record keeping requirements and provided forms for future relocation.
5/11 Orange Community college: The college offers courses in new business startups. Provided information on District rules and regulations on startup of new dry-cleaning facilities.
5/13 Riverside Gas station/mini-mart: Applicant is proposing modification to existing gas station which they bought. Researched the database for existing permit and found no record of previous permit. Assisted new owner in completing forms to apply as existing equipment operating without permit. Also, advised of test required on installation of bootless nozzles and training needed for future compliance.
5/18-21 Districtwide Continued Phase 3 of the courtesy call program for notifying companies whose permits have expired that they can still re-instate those permits. Staff is contacting companies whose permit expired in April, 1999.
5/19 Los Angeles Automotive paint shop: Explained District rule requirements and upcoming changes to autobody paint VOC.
5/20 Areawide Coordinated and hosted a national conference on Laboratory Safety and Environmental Management for laboratory managers. Facilitated a panel on pollution prevention measures for laboratories. Providing this information to laboratories satisfied one of the commitments in AQMP measure CTS-04.
5/21 Los Angeles Lumber and wood product company: Conducted on-site consultation and explained District rule requirements for wood coating operations and assisted in completing permit applications.
5/25 Riverside Auto body shop: Applicant is proposing to install a spray booth. Provided on-site bilingual Spanish assistance on required forms, fees and rules.
5/25 Los Angeles Small airplane exterior painting: New facility. Explained District rule requirements for metal product coating operation and assisted with permit applications.
5/26 Orange Business outreach: Participated in Orange County Coalition meeting and gave update on AQMD activities.
5/26 Orange Staff spoke to the Industrial Committee of the Fullerton Chamber of Commerce regarding permit streamlining.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.
