PROPOSAL:

Establish List of Prequalified Vendors to Provide Computer, Network, Printer and Related Services

SYNOPSIS:

On May 14, 1999, the Board approved the release of an RFQ to prequalify vendors for computer, network, printer, and related services. As a result of successful responses to this RFQ, thirty-one vendors were identified as capable of providing these products and services. This action is to approve these thirty-one vendors to provide these products and services for a two-year period. Funds totaling $250,000 have been allocated in the FY 1999-00 Budget for these purchases.

Approve the vendors listed in Attachment A to provide computer, network, printer and related services for a two-year period.

Background

On May 14, 1999 the AQMD released RFQ #2115 for computer, network, printer and related services. The purpose of RFQ is to prequalify vendors capable of providing quotations for seven categories, consisting of computer equipment (desktop and file server), parts (desktop and file server), software (desktop and network), printers, printer parts, network LAN/WAN equipment, and installation/repair services. The pre-qualification processes will ensure the AQMD is using the most cost-effective providers for these products and services. The selected vendor list will be in effect for a period of two years and will expire on June 30, 2001. As supplies and services are required by AQMD, all vendors on this list for the category of equipment required will be sent a request for quotation. Purchase orders may be placed with any or all of the vendors on the certified vendor list who are determined to be the most advantageous to the District at the time of placing the order.

Outreach

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFQ and inviting bids was published in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Notices of the RFP/RFQ were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

One hundred fifty-five copies of the RFQ were mailed out and thirty-one bids, and one no bid, were received in response to the RFQ when final bidding closed at 10:00 a.m. on June 15, 1999. Of the thirty one bids, two were from a certified minority owned business enterprises, one from a women-owned business enterprise, two from non-certified minority-owned business enterprises, and none from disabled-veteran-owned business enterprises.

Attachment A lists the thirty one vendors prequalified to provide computer, network, printer and related services. Attachment B reflects the evaluation of the bids and the respective ratings for the list of prequalified vendors.

Panel Composition

The five-member panel consisted of a Contractor from Wong Systems, Inc. and four staff from Information Management: a Systems & Programming Supervisor, a Computer Operations Supervisor, a Telecommunications Supervisor, and a Telecommunication Technician II. Of these five panelists, two are female and three are male; one is Asian/Pacific Islander, two are Caucasian and two are Hispanic.

Resource Impacts

Funds for these purchases are included in the FY 1999-00 Budget.
