PROPOSAL:

Revise Rule 2202 AQIP RFP Proposal Evaluation/Contractor Selection Criteria

SYNOPSIS:

RFP #9596-23 for soliciting proposals under Rule 2202 - On-Road Motor Vehicle Mitigation Options-Air Quality Investment Program was adopted by the Board in September 1995. This action is to recommend revision of the Proposal Evaluation/Contractor Selection Criteria set forth in RFP #9596-23 to provide better consistency with Board adopted revisions to AQMD’s Procurement Policy and Procedure.

Background

The Board adopted revisions to the Procurement Policy and Procedure at its April 9, 1999 Board meeting. While Rule 2202 AQIP contractor selection is not directly subject to these revisions, staff recommends amendments to improve consistency with current contracting policy and procedure.

RFP 9596-23 for soliciting proposals on an ongoing basis under Rule 2202 - On-Road Motor Vehicle Mitigation Options - Air Quality Investment Program (AQIP) was adopted by the Board in September 1995. Rule 2202 AQIP allows subject employers to participate by electing to invest in an AQMD-administered restricted fund. The restricted monies are to be used by the AQMD to fund proposals that achieve mobile source emission reductions that would otherwise have been achieved by implementing rideshare program.

Rule 2202 AQIP emphasizes the purchase of the most cost effective emission reductions. Staff is proposing to revise the scoring for the AQIP in the following manner.

Additional Points are allocated as follows:

10 points for Small Business or Small Business Joint Venture
10 points for DVBE or DVBE Joint Venture
7 points for Use of DVBE or Small Business Subcontractors
5 points for Local Business (non-EPA funded projects only)

The cumulative points awarded for Small Business, DVBE, use of Small Business or DVBE subcontractors and Local Business shall not exceed 15 points.

This revision allows the staff to give more weight to the cost effectiveness of different proposals and also be consistent with the Board-adopted revision to the Procurement Policy and Procedure.

Notice of the revised RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and will be placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and on AQMD’s 24-hour telephone message line for bidders (909) 396-2724.
