The following report reflects the activities of the Public Affairs Office for the month of April. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

  • Alhambra Town Hall Meeting Scheduled for June 1999.

1. Microscale Study:
  • Sampling completed at 13 sites.
  • Sampling in progress at S. El Monte.

  • Updates and discussions on the following key topics:

  • Alhambra

    AQMD staff met with area residents to discuss permitting activities and community involvement. Based on several activities occurring in the community, a Town Hall Meeting is planned for Alhambra during June.
  • LAX Air Monitoring Advisory Group

    Based on information gathered at Westchester Town Hall Meeting, an LAX Air Monitoring Advisory Group was formed with representatives from community groups, educational professionals, and public officials. The first meeting was April 28, 1999 in Inglewood. Discussions centered on where air monitoring equipment will be located and how data will be collected. The next meeting will be on May 26, 1999 at Felton Elementary School.

Handbook Revision

  • Draft Handbook Revisions to Working Group for continued review.

  • Task Force met April 1, 1999 and April 29, 1999.
  • Compact completed and will be presented to Governing Board at June meeting.
  • Next meeting scheduled for May 27, 1999.

  • Second Forum date to be determined.
  1. Diesel Fuel Clean-Up Incentives
Support Funding Incentives
  • The heavy-duty vehicle incentive program, known as the Carl Moyer Air Quality Incentive Program, is moving forward. The program funding of $25 million is in ARB's budget.

    - The AQMD proposal for $11,273,020 was submitted to ARB on April 1, 1999.

    - AQMD staff has established a working group comprised of key stakeholders, to review and provide input to the AQMD's Moyer Program.

    - AB 1571, authored by Assembly Speaker Villaraigosa and Senator Brulte, was introduced to continue the Moyer Program and put it into state law.
  • Bills to reauthorize and extend the AQMD Clean Fuels Program were introduced in both the State Senate and Assembly in December 1998.

    - SB 98 (Alarcon) is proceeding to Assembly Floor.

    - AB 38 (Washington) successfully passed Assembly Floor and is continuing to Senate.

Coordinate with MSRC and Local Government

  • The AQMD Governing Board approved the heavy-duty vehicle work program of approximately $10 million at its March 12, 1999 meeting.
  1. Field Inspection Technology
Completed. Governing Board approved plan at December 1998 meeting.
  1. Portable Equipment Permitting
  • Completed. Compliance Policy for Portable Equipment was approved by Governing Board at March 12, 1999.
  • Mass mailing completed to permit holders informing them of changes to permit conditions, notably the notification requirement of SCAQMD Permitting Policy E-6.
  • Staff is currently working with Permit Services and Information Management to develop an automated program to modify permits following annual renewal. There are currently 3,000 permits requiring this change.
  1. Public Comment, Rules 1401 and 1402
Rule 1401 Amendments:
  • At the March Governing Board meeting, nickel compounds were added to Rule 1401.

Rule 1402 Amendments:

  • Air Toxics Working Group met April 16, 1999.
  • Coordinating with MATES II information.
  • Rule changes anticipated in summer/fall.

COMMUNITY EVENTS/PUBLIC MEETINGS

The following describes community events and public meetings that provided AQMD customers with air quality information during April.

4/15 Areawide State Assembly representative requested information on AQMD’s Clean Air Awards Program. Also forwarded information on state air pollution control districts and AQMD’s jurisdiction.
4/16 Los Angeles Attended sixth annual health fair at 68th Street School in Los Angeles; distributed about 1,200 items.
4/17 Los Angeles Distributed outreach literature for 300 students at Earth Day event at Fairburn School in West Los Angeles.
4/17-18 Los Angeles Staffed information table at Celebration of Health event at Griffith Park, sponsored by the American Red Cross and NBC 4.
4/20 Riverside Attended Children’s Health Air Quality Symposium hosted by Clean Air Now. Provided attendees (approx. 60 people) with information on the upcoming Educators Conference on Children’s Health, May 7, at Riverside Convention Center.
4/21 Los Angeles Staffed an information booth at the Cal State Northridge Earth Day Festival.
4/21 Los Angeles Staffed AQMD information table at ABC Studios Earth Day event.
4/22 Los Angeles Participated in Cal Poly Earth Day event.
4/23 San Bernardino Provided 1,000 items and 500 copies of 25 Ways You Can Clean the Air brochure for distribution at Earth Day event in Chino.
4/24 San Bernardino Staffed an information booth at the Inland Empire Environmental Expo at Cal State San Bernardino. Signed up 200 new members to the Smogbusters Club.
4/24 Los Angeles Participated in Explorer Post 411 Environmental Conference.
4/30 Los Angeles Distributed 500 English- and Spanish-language coloring books at Children's Day, hosted by the Los Angeles County Dept. of Health Services.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during April.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

4/1 Orange County detention facility: Facility is adding a paint spray booth and several internal combustion engines. Staff conducted on-site consultation, explained rule requirements and assisted in completing applications.
4/1-30 Los Angeles, Orange, San Bernardino and Riverside Provided Air Quality Clearance letters for companies in the cities/areas of: Aliso Viejo, Arcadia, Carson, Colton, Corona, Cudahy, Cypress, Gardena, Hemet, Huntington Beach, Irvine, Lake Forest, Long Beach, Los Angeles, Pacoima, Pomona, San Bernardino, San Fernando, Santa Ana, South El Monte, South Gate, Torrance, Tustin and Universal City.
4/2 Los Angeles Property management consulting firm: Working on closure of Long Beach Naval Complex. Staff assisted with consultation and permit requirements regarding existing equipment and transferability issues.
4/6 Riverside Metal finishing facility: Company plans to install a new spray booth. Provided information on applicable coating rules and permit requirements.
4/6-30 Los Angeles, Orange, San Bernardino, and Riverside Staff continued Phase 3 of the courtesy call program notifying companies whose permits have expired that they can still re-instate those permits. Staff are contacting customers whose permit expired in February 1999.
4/7 Orange U.S. Small Business Administration's Quarterly Lender Breakfast and Roundtable Meeting: Distributed information about the District's AQAF Loan Guaranty Program to about 120 loan officers.
4/7 Los Angeles Service station: Assisted new owner with application for change of ownership.
4/7 Los Angeles Food products manufacturer: Wanted to apply for permit on deep fat fryer on expedited basis. Advised on how to download forms from web site and offered to apply for expedited status.
4/7 Districtwide Parts washer manufacturer: Builds washers with integrated evaporators and wanted to know if permits are required for operation in AQMD. Explained that need for permit is dependent on customer’s usage.
4/7 Districtwide Spray equipment manufacturer: Intends to sell HVLP spray guns in AQMD area and wanted performance specifications. Discussed requirements and instructed how to obtain rules from web site.
4/8 Los Angeles Air Force base: Environmental manager wanted to know how negative air machines are permitted when used for asbestos and lead removal. Advised on permit requirements.
4/8 Los Angeles Dry cleaner: Received violation for operation of machine which does not meet current rule requirements. Staff is assisting owner in filing variance petition so facility can operate while state financing is obtained for new compliant machine.
4/9 Los Angeles Furniture manufacturer: Requested compliance inspection. Staff inspected facility and discussed applicable rules. Also, provided information on permit application process for new equipment that company plans to purchase.
4/13 San Bernardino Soil product company: Start-up business manufacturers equipment that produces chemically stabilized and pasteurized soil amendment products from recycled organic material. Explained District rule requirements and assisted in completing permit applications.
4/14 Los Angeles Attended meeting at the Business Revitalization Center (BRC) to introduce new AQMD Small Business Assistance Office staff to BRC director. Discussed upcoming projects which will require AQMD assistance.
4/15 Orange Local law enforcement agency: New facility requires emergency internal-combustion engines. Assisted in completing permit applications.
4/15 Los Angeles Small dry cleaner: Provided assistance in preparing a variance petition. Owner wants to continue to operate the existing dry cleaning equipment while he is purchasing and installing a new unit.
4/18-22 Florida Attended National Small Business Ombudsman/Small Business Assistance Provider Conference.
4/20 Riverside Local government: Community of Chiriaco Summit is in the process of having electric power provided to their city by a local utility. Assisted applicant in submitting a variance that will allow them to operate their cogeneration system until electric power is supplied.
4/20 Orange Chemical products company relocation: Conducted an on-site consultation. Explained District's rule requirement and provided permit application package and advised of fees.
4/22 San Bernardino Auto repair shop: Assemblyman’s office called regarding the Rule 1171 advisory notice. Explained the purpose of the notice as part of the current public outreach. Faxed copy of notice and supplier’s list of water-based cleaners and referred to AQMD web site.
4/21 San Bernardino Auto body shop: Applicant is proposing to install a spray booth. Discussed and explained required forms, fees and rules. Provided applicant with a list of certified spray booths included in AQMD’s registration list.
4/23 Los Angeles Restaurant: Applicant is opening a new restaurant that will operate a charbroiler. Assisted facility with applicable rules and provided application package.
4/27 Los Angeles U.S. government facilities: Maintenance division wanted to know if they are required to do self-compliance inspections of fuel storage and dispensing equipment at remote sites. Explained that Rule 461 self-compliance program is applicable only to retail facilities.
4/28 Orange Dry cleaning facility: Company wants to expand their cleaning operation with purchase of "wet cleaning" and petroleum solvent equipment. They are looking for financial assistance. Staff contacted local office of SBDC and referred company.
4/28 Los Angeles Aerospace components manufacturer: Concerned about how to comply with Rule 1171 requirements for water-based cleaning. Advised Rule 1124, not 1171, applicable to his operation.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.

4/1-30 Los Angeles Continued outreach activities to Mayors, City Councilmembers, City Managers, and local government associations to secure support for SB 98/AB 38.
4/5 Riverside Attended the Western Riverside Council of Governments (WRCOG) Executive Committee Meeting. Discussed clean fuels reauthorization with mayors and council members from Riverside, Banning, Corona, Temecula, Murrietta, and Norco, and with staff members from WRCOG and the Riverside County Transportation Commission (RCTC).
4/5 Riverside Attended the Riverside Unified School District Board Meeting. Made a presentation regarding the Governing Board’s adopted Children’s Air Quality Initiatives.
4/6 Orange Attended the Orange County Council of Governments Technical Advisory Committee (OCCOG-TAC) Meeting. Discussed the Councils of Governments (COGs) Subvention Fund Outreach Program to local governments with TAC members present.
4/7 San Bernardino Attended the San Bernardino Associated Governments (SANBAG) Board of Directors Meeting. Discussed clean fuels reauthorization.
4/8 Districtwide Attended the Southern California Association of Governments (SCAG) General Assembly.
4/8 Orange Attended the Orange County Division, League of California Cities General Membership Meeting.
4/8 Los Angeles Met with representative for South Bay Cities Council of Governments concerning AB 2766 outreach.
4/9 Los Angeles Spoke with Councilmember from City of Diamond Bar regarding a constituent issue.
4/12 Orange Met with Councilman Larry Agran, City of Irvine and members of city staff. Discussed matters related to air quality and the proposed El Toro Airport.
4/13 Orange Attended the Orange County Council of Governments Executive Management Committee (OCCOG-EMC) Meeting. Discussed proposed COG outreach Program with EMC members and COG staff.
4/13 Riverside Attended the Lake Elsinore City Council Meeting. Discussed SB 98/AB 38 clean fuels reauthorization legislation with the mayor and city manager.
4/13 Los Angeles Attended San Gabriel Valley Council of Governments Planning Directors meeting. Continued to request support for SB 98 and AB 38. Presented approved AB 2766 Resource Guide.
4/14 Riverside Attended the Riverside County Transportation Commission (RCTC) Board Meeting. Discussed clean fuels reauthorization and the proposed COG Outreach Program.
4/14 Los Angeles Met with staff from City of South El Monte to discuss alternate fuel vehicles.

4/15 San Bernardino Attended the San Bernardino County City Managers Meeting. Met new San Bernardino County CAO, Will Randolph. Briefly discussed SB 98/AB 38 clean fuels reauthorization legislation with Mr. Randolph and city managers from Highland, Rancho Cucamonga, Redlands, and Yucaipa.

4/22 Orange Attended the Open House at Assembly Member Bill Campbell’s (R-Villa Park) 71st Assembly District Office. Discussed SB 98/AB 38 clean fuels reauthorization legislation with the Assemblyman and his staff. Assemblyman Campbell stated that he supports the bills and will vote in favor of them on the Assembly floor.
4/22 Los Angeles Spoke with Priest from St. Mathias in Huntington Park about press releases on individuals impersonating AQMD employees (press releases were faxed to him for his information). He will publish an announcement in his church newsletter warning the congregation of approximately 1200 (including two Huntington Park City Councilmembers) about this issue.
4/22 Los Angeles Contacted potential candidates for the LAX Air Monitoring Group to request their participation.
4/23 Los Angeles Met with Assemblymember Marco Firebaugh to discuss legislative and air quality issues.
4/24 San Bernardino Attended the Rialto Metrolink Depot Dedication and Naming in Honor of Assembly Member John Longville.

4/27 Los Angeles Spoke with staff from City of South Gate concerning their request to place an air monitoring station within the city.
