The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation schedule. Scheduling changes which occurred since last months forecast are summarized. The changes reflect staffs rulemaking focus due to the reorganization and realignment of resources for rulemaking. In addition, the revised schedule reflects the staffs recent court filing for the lawsuit brought by environmental groups relative to the 1994 Air Quality Management Plan. The rulemaking schedule contained herein is subject to change based on the outcome of the litigation. Some measures may need to be delayed to allow room to incorporate additional measures that may be ordered to be implemented by the court in the SIP litigation case.

Standards Regulation X National Emission Standards for Hazardous Air Pollutants |
| Proposed Amended Regulations IX and X are added to August 1999 calendar. Amendments will update Regulations IX and X to include by reference, recent federal actions promulgated amendments corrections and clarification to 40CFR Part 60 Standards of Performance for New Stationary Sources and 40 CFR Part 61 National Emission Standards for Hazardous Air Pollutants. |
| Rule 1138 Control of Emissions from Restaurant Operations (CM#97PRC-03, Phase II) |
| Proposed Amended Rule 1138 is rescheduled from September 1999 to June 2000. Significant advances have been in the development of potential controls for charbroiling operations. The CE-CERT report indicates that "some reductions of emissions from commercial charbroiling operations are possible through the use of currently available, prototype and experimental control technologies." In particular, the SmoklessTM broiler shows promise for use by new or modified restaurants. Other options are also being developed that will help address individual restaurant preferences for the type of food cooked, appearance and taste, and preparation time. Further assessment of the cost-effectiveness of technologies, and additional investigation of these technologies will necessary as part of the rulemaking process. Thus, staff recommends extending the analysis for cost-effective control technologies for commercial under-fired charbroilers. This effort should require up to an additional 12 months. |

| Rule 1401 New Source Review of Toxic Air
Contaminants Rule 219 Equipment Not Requiring a Written Permit Pursuant to Regulation II |
| Rule 1401 requires staff to return to the Governing Board within 150 days after the Scientific Review Panel finalizes risk values. Acute risk values for about 50 compounds were finalized in February, so the rule is proposed to be updated. An Administrative change is also being proposed to the applicability section of Rule 219 to clarify implementation, at the request of the Permit Streamlining Task Force. Staff is recommending that these changes be heard in August 1999. |
| Rule 1418 Halon Emissions from Fire Extinguishing Equipment |
| Proposed Amended Rule 1418 is rescheduled from November 1999 to September 1999. Staff will expedite proposed amendments to address issues regarding discharge testing of halon emissions. |
| Rule 1437 Furniture Stripping Operations |
| Pending Governing Board approval, an RFP for inventory will be released by June for inventory of methylene chloride users. Results of this work will be important for rule development. Therefore, the schedule for this proposed rule will be determined when the contract is finalized. |
| Rule 2506 Area Source Credits for NOx and SOx |
| Staff have begun negotiating with Southern California Edison to resolve technical issues. Successful resolution will obviate the need for rule amendment. Staff is recommending that these issues be handled administratively. Therefore, no rulemaking is proposed at this time. |
