Mobile Source Air Pollution Reduction Review

Below is a summary of key issues addressed at the MSRCs May 27, 1999 meeting. The next MSRC meeting is Thursday, June 24, 1999, at 1:30 p.m. in AQMD Conference Room CC8.

Approval of Minutes
Minutes from the April 22, 1999, MSRC meeting were unanimously approved, with one amendment. The minutes are attached for your information (Attachment 1).
Legislative Update
Staff reported on the status of legislative bills that may affect the MSRC and/or its programs, including Senate Bill 63 (Solis). Monrovia Mayor Robert Bartlett, who represents SCAG, pointed out that the preferential use lanes on Route 10 were originally bus lanes converted to carpool lanes during a bus strike. He expressed grave concern that this bill would result in the preferential use lanes becoming mixed-flow lanes since he understands that another 7,000 vehicles would be eligible to use the lanes if this bill passes. If a time savings is not realized by transit riders, he believes they may return to their single-occupancy vehicles. The MSRC unanimously took an oppose position on SB 63, with the direction that letters should be sent to appropriate parties conveying the MSRCs opposition and concerns. I agreed to convey the MSRCs concerns about SB 63 directly to the Board at our June 11, 1999 meeting.
Election of MSRC Chair and Vice Chair
As stipulated in its Policies and Procedures, annually every May the MSRC elects its chair and vice chair. At its May 27, 1999 meeting, the MSRC unanimously elected Palm Springs Mayor Will Kleindienst, who represents the Riverside County Transportation Commission, as the new chair, and Bradbury Mayor Pro Tem Bea LaPisto-Kirtley, who represents the Los Angeles County Metropolitan Transportation Authority, as the new vice chair.
Funding Recommendation for Technical Assistance to Heavy-Duty Fleets as Part of Fiscal Year 1999-2000 Work Program
On March 12, 1999, RFP #9899-26 was released to solicit proposals for technical assistance to fleets participating in the MSRCs On-Road & Off-Road Heavy-Duty Vehicle Diesel Pollution Reduction Program. A team, working on a task order basis, would outreach to heavy-duty fleets, encourage development of clean fuels programs, and provide technical assistance once successful applicants are funded under the program. Six proposals were received in response to the RFP. The MSRC unanimously recommends awarding a two-year contract to ARCADIS Geraghty & Miller, Inc. in the amount of $240,000. We will consider this funding recommendation for technical assistance to heavy-duty fleets at our June 11, 1999, Board meeting.
Funding Recommendation for EVCharge Infrastructure Program Applications
The $2 million EVCharge Program is the second phase of funding for the installation of EV charging infrastructure in the Basin. Funds are to be distributed on a first-come, first-serve basis using a streamlined application package which was previously approved by our Board. The intent is to process applications monthly until the six-month application period ends August 31, 1999. To date five applications have been submitted, three of which have been reviewed and satisfy program requirements at this time. A request to fund these three applications totaling $35,914.67 has been included on the June 11, 1999, Board agenda for our consideration.
Reimbursement of Staff Costs for Administrative, Contract, and Technical Support for AB 2766 Discretionary Fund Program
The MSRC unanimously approved reimbursement of staff costs in the amount of $370,482 to provide contract and administrative support for FY 1999-00. An additional $33,400 was approved for reimbursement of miscellaneous costs, such as printing and postage. Including $128,483 for technical and program support to be provided by its Technical Advisor (contractor Ray Gorski), administrative expenditures are proposed at $532,365, approximately $28,000 under the 5% administrative cap mandated by AB 2766.
Revised Procurement Policy Adopted
On October 23, 1997, the MSRC adopted a procurement policy in compliance with Proposition 209 allowing five points for DVBE participation and ten points for local businesses. The policy has afforded the MSRC flexibility in determining which RFPs should incorporate DVBE and local business evaluation criteria. The practice has been to include local business criterion only in RFPs seeking professional or technical services rather than for projects seeking innovative technology or quantifiable emissions reductions. The MSRC revisited the policy and decided to incorporate clarifying language in its procurement policy to support past practice. The revised policy is included for your information (Attachment 2).

Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts including the Local Government Match Program. This Contract Administrator Report is attached for your information (Attachment 3).
The Committee adjourned to closed session to discuss the performance evaluation of employees as defined by Government Code section 54957. MSRC Member Norma Glover was not present during the closed session discussions. The Committee reported out the following unanimous actions:
