PROPOSAL:

Issue RFP to Prequalify Temporary Employment Services Providers

SYNOPSIS:

The current list of prequalified providers of temporary employment services expires June 30, 1999. This action is to issue an RFP to prequalify temporary employment agencies for the next two-year period.

Background

On April 11, 1997, the Board approved a list of temporary employment service agencies prequalified to provide such services through FY 1998-99. To prequalify agencies for the next two-year period, AQMD needs to issue an RFP to solicit interest from temporary employment agencies.

Proposal

This action is to authorize staff to issue RFP #9899-20 to solicit proposals from temporary employment agencies from which a list of prequalified providers will be developed.

Outreach

In accordance with AQMD's consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD's own electronic listing of certified minority vendors; AQMD Purchasing's mailing list; and AQMD Human Resources's list of interested temporary services agencies. Notice of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and will be placed on the Internet at AQMD's Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and on AQMD's 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

Proposals received will be evaluated by a diverse, technically qualified panel in accordance with the criteria described in the attached RFP.

Resource Impacts
This RFP will not require the expenditure of funds beyond those budgeted in future fiscal years.
