PROPOSAL:
Amend Authorized Purchase of Vehicles for AQMD Fleet
SYNOPSIS:
On October 9, 1998, the Board authorized the purchase of up to 40 alternative-fueled vehicles at a cost of $720,000. To ensure cost-effective purchases, staff recommends increasing vehicle manufacturer and model options beyond those approved earlier. In addition, Monitoring & Analysis requests approval to purchase three special-purpose vehicles, at a cost of $65,000. Funds for this request are available in the FY 1998-99 Budget and include $25,000 in EPA PAMS funding. This item was reviewed by the Administrative Committee on February 19, 1999, and recommended for approval.

RECOMMENDED ACTION:
- Amend authorized purchase of vehicles by adding additional manufacturers and vehicle models to allow for the most efficient purchase of sedans and special-purpose vehicles, and add three vehicles for Monitoring & Analysis, at an additional cost of $65,000. Attachment A itemizes the proposed vehicle purchases.
- Authorize the Contracts Manager to purchase up to 43 vehicles from the State of California Department of General Services or to purchase, for an equivalent or lower price, from local dealers and to execute all related documents. The total cost of vehicle purchases is not to exceed $785,000.
- Adopt the attached resolution authorizing the California Department of General Services to purchase up to forty-three vehicles.
Background
AQMD established an Equipment Replacement Plan to project the obsolescence and replacement of equipment and vehicles over a five-year period. Based upon the plans replacement guidelines, on October 9, 1998, the Board authorized the purchase of up to 40 alternative-fueled vehicles at a cost of $720,000. Additional vehicle manufacturers are needed, beyond those authorized in October, to ensure the most efficient purchase of alternate-fuel and special-purpose vehicles to meet field staff needs. The earlier authorization limited the purchase to economy sedans obtained from only two automobile manufacturers. These particular sedans small trunks do not meet the equipment storage space and high road clearance requirements of all field staff. Therefore, the purchase of special-purpose vehicles is recommended for use in conducting landfill, greenwaste, and refinery inspections and for hazardous response and field monitoring activities.
Proposal
This action is to authorize the Contracts Manager to purchase the vehicles identified in Attachment A either through the California Department of General Services or, for an equivalent or lower price, through local automobile agencies and to execute all documents required for these purchases.
Resource Impacts
Monitoring & Analysis included $65,000 in the FY 1998-99 Budget for the purchase of the three vehicles requested here, of which $25,000 is funded by EPA for the Photochemical Assessment Monitoring Station (PAMS) project.
