The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMDs rulemaking and control measure implementation schedule. Rulemaking is a dynamic process, subject to ongoing revision. Scheduling changes which occurred since last months forecast are summarized.
Rules to be Rescheduled/Removed and Additions

| Proposed Amended Rules 218 and 218.1 are rescheduled from April 1999 to May 1999. Staff is waiting for U.S. EPAs response regarding impact on stringency relative to federal regulations and Title V. |
Rule 1104 Wood Flat Stock Coating Operations |
| Proposed rule amendments are necessary to improve industry compliance with rule requirements and potentially to strengthen the rule. Staff needs additional time to develop information relative to the industry compliance status and proposed requirements. |
Rule 1113 Architectural Coatings (CM #97CTS-07, Phase II) |
Proposed Amended Rule 1113 is rescheduled from April 1999 to May 1999 in order for staff to continue to assess information provided by industry representatives relative to staff's proposal. Additional time is also needed to provide for public review and comment on the staff proposal. |
Rule 1173 Fugitive Emissions of Volatile Organic Compounds (CM #97FUG-04) |
Proposed Amended Rule 1173 is rescheduled from April 1999 to August 1999. Additional time is needed for staff to conduct field audits and review inspection data to determine the baseline emissions. |
