The attached report lists the number of contracts let during the first six months of FY 1998-99, their respective dollar amounts, award type, and the authorized contract signatory for the AQMD.

Background
Since FY 1995-96, staff has provided a semi-annual report to the Governing Board on contract activity. This report identifies four categories of contract awards: 1) New Awards new contracts for professional services and research projects; 2) Other air monitoring station leases, Board Member Assistant agreements, revenue contracts from other agencies, or miscellaneous lease agreements which generate revenue, e.g., lease of AQMD space; 3) Sponsorships contracts funding public events and technical conferences which provide air quality benefits; and 4) Amendments modifications to existing contracts usually reflecting changes in the project scope and/or schedule. The report further specifies under New Awards which contracts were awarded competitively and which were awarded on a sole-source basis. Within each of the four categories the level of approval (Board or Executive Officer) is indicated.
Summary
Of the 76 contracts and amendments issued during this period, New Awards accounted for 29, Other accounted for 18, Sponsorships accounted for 9, and Amendments accounted for 20. The total value for new awards was $2,553,629. Of this amount $1,889,682 or 74% was awarded through the competitive process. The total value of all contracts and amendments for this period was $3,342,623 with 21 contracts and amendments totaling $2,836,721 approved by the Board and 55 contracts and amendments totaling $505,902 approved by the Executive Officer. Of this latter amount $406,000 was for Board Member Assistant contracts as approved by the Boards Administrative Committee.
