Mobile Source Committee

SYNOPSIS:

The Mobile Source Committee met on Friday, February 26, 1999. Presentations were made on the following items: Update on Councils of Governments Discussions Re: AB2766 Outreach Assistance; Recommendation for Approval of the Draft AB2766 Subvention Fund Program Resource Guide; Update on Rule 1610 Analysis for EPA; Year 2000 AQMP Preparation Status Report; Presentation of Final Report on the Rule 2202 Employer/Employee Survey; AQIP Status Report; Rule 2202 Summary Status Report; Monthly Report on Environmental Justice Initiatives Item #4 – CEQA Document Commenting Update, and CEQA Handbook Revision; Monthly Report on Environmental Justice Initiatives Item #2 – Ambient Monitoring of Air Toxics, and Item #7 – Cleanup Incentives for Diesel; and Update on the Mobile Source Measures in the SIP. The next meeting is March 26, 1999, at 9:30 a.m. in Conference Room CC-8.

ATTENDANCE: The meeting started at 9:35 a.m. Present: Committee Chairwoman Cynthia Coad, Committee Members Norma Glover, Jon Mikels, and Ron Loveridge (arrived at 9:45 a.m.). Also present was Committee Vice Chair Roy Wilson from the teleconference center in Indio. Absent: Committee Member Mee Hae Lee. The attachment is an attendance roster.

Before the meeting started the new Chairwoman of the Committee, Supervisor Cynthia Coad of L.A. County, introduced herself to the Committee.

MOBILE SOURCE COMMITTEE DISCUSSION/ACTION ITTEMS:

  1. Update on Councils of Governments Discussions Re: AB2766 Outreach
    Assistance

    Staff provided a brief update on the discussions with the Council of Government (COGs) in regard to AB2766 outreach efforts. The COGs had submitted a combined proposal to coordinate the outreach efforts through the COGs systems in the four-county area. One of the features of the proposal is to look at options for pooling resources to facilitate the implementation of projects that require extended funding.

    Supervisor Mikels asked if this proposal is in fact for the COGs to receive a contract from the District providing money to develop outreach programs. Staff confirmed that this is the case.

    Staff advised the Committee that an updated proposal is expected from the COGs next month. At that time staff will review the proposal and come back to the Committee with recommendations.
  1. Recommendation for Approval of the Draft AB2766 Subvention Fund Program Subvention Fund Program Resource Guide

    An overview of the Guide was presented. Staff indicated that the Guide was prepared by the District to provide local jurisdictions a mechanism to identify cost-effective uses of the AB2766 Subvention Fund Program and also guidance on financial and administration issues. The Guide is divided into two sections: the Idea Book, and the Financial Administration of Motor Vehicle Registration Fee Revenues.

    Input had been received from a variety of groups, including most recently the Local Government and Small Business Assistance Advisory Group. Last month this Advisory Group approved this document and recommended forwarding it to this Committee and the Governing Board for approval. Staff indicated that annual update of this document will be provided to this Committee.

    Supervisor Mikels asked if the emission reductions from the measures listed in this document are quantifiable. Staff replied that the public outreach and public education efforts are very difficult to quantify; however, 95% of the information in the Guide is specific to projects whose emission reductions are quantifiable. Staff also confirmed that there is a formula for the quantification of the emission reductions under these measures.

    Staff requested approval to submit this guide to the Governing Board. Vice Chair Wilson moved to submit this Guide to the Governing Board and Chairwoman Coad seconded. The motion passed.
  1. Update on Rule 1610 Analysis for EPA

    Staff provided an update on the Rule 1610 analysis requested by EPA to address their concerns over the sanding technique. EPA requires the following from the District: An accounting of Rule 1610 credits generated by sanding; documentation of validity of those credits; and if there are emission shortfalls, to bring forward a rule to compensate for the shortfalls.

    An outline of the proposed approaches was then presented. There are four steps in the proposed methodology. Step 1: Identify credits users by rules; followed by identification of rule emission reduction requirements under the 1994 SIP and the 1997 AQMP, facility-specific reduction requirements, and reductions achieved by source categories through non-Rule 1610 options. Step 2: Compile a report on credit generations under the sanding technique, including post-March 1996 credits generated, use designation, and credits consumed. Step 3: Demonstrate credit validity on credits generated from March 1996 up until last month through a market survey on the average percentage of resale by engine category – rebuilt engines and warranty engines. Step 4: Using the data obtained from the survey, identify the emission shortfalls. Current mitigating factors for the shortfalls under consideration are: emissions factors, and existing 20% discount for stationary sources.

    Staff also reported that initial information obtained showed that no credits generated by sanding have been used for Rule 1142; that outstanding credits in this category amount to 0.28 TPD/VOC; and that credits generated for Rule 2202 amount to about 3.8 TPD/VOC over the last 4 years.

    There were some discussions over the possible consequences if portions of Rule 1610 credits were disapproved, and also on the engine destruction process. Chairwoman Coad voiced her concern about the additional cost likely to be caused by the engine destruction process and requested staff to provide more information on this subject.
  1. Year 2000 AQMP Preparation Status Report

    Staff reported that the preparation for the year 2000 AQMP has begun. This update of the AQMP is conducted to meet the State law requirement of a tri-annual update and to revise the SIP. Two advisory groups are involved in the process: the AQMP Advisory Group, and the Scientific, Technical and Modeling Peer Review Advisory Group. Both groups have been conducting bi-monthly meetings since October, 1997. This time the advisory groups have been invited to participate from the earliest stages of the revision process.

    Supervisor Mikels requested that interim reports be provided to the Board Members to apprise them of progress to date. In response, staff proposed to conduct special study sessions for the Board Members, in addition to providing the interim reports.

    The Committee was then referred to the handout for information on the Technical Enhancement Program and the projected schedule for the completion of the Year 2000 AQMP.

    Staff also informed the Committee that this time emphasis has been placed on greater coordination among agencies, i.e., AQMD< SCAG, ARB, and EPA. Several meetings had been conducted among top management staff of the AQMD, ARB and SCAG. EPA will be invited into the revision process at the appropriate time.
  1. Rule 2202 Activity Report

    a. Presentation of Final Report on the Rule 2202 Employer/Employee Survey:


    Mr. Larry Johnson, of Haug International, introduced himself and explained the survey was conducted to provide the AQMD with a means to track emission shortfalls caused by SB836.

    An overview of the final survey results was presented. Two surveys were conducted: the Employee AVR Survey and the Employer Activity Survey. The number of interviews completed and the response rates obtained were much higher in 1998 than in 1997. In the Employee AVR Survey, 4,724 questionnaires were completed in 1998 as opposed to 1,928 in 1997. Using the number of commute-window employees included in the sample as a base, the proceeding numbers translate into response rates of 13% for 1998 and 6% for 1997. In the Employer Activity Survey, 923 interviews were completed in 1998 compared to 703 in 1998. Using the total number of worksites as the base, the response rate obtained in 1998 was 35% compared to 25% in 1997. The higher response rates obtained in both surveys were brought about by the comprehensive effort devoted to the surveys in 1998 compared to 1997. These included more time to plan the surveys, advance notice of the surveys to employers, and involvement of TVS Consulting, which provides training to a large number of employee transportation coordinators.

    In answer to questions from Board Members Mikels and Loveridge, Mr. Johnson provided information on the calculation of the response rate, the methodology used, the universe of companies in the surveys, and the weighting factor for the data collected.

    Chairwoman Coad inquired about what specifically motivated the employers to respond. Mr. Johnson responded that the employers knew that participation was totally voluntary, and many had previous positive contact with the training consultant. More importantly, they were informed that participation in the survey would not impact their permanent exemption from Rule 2202.

    b. AQIP Status Report
    :

    In view of the changes that are occurring with Rule 1610 as well as the nature of some of the other proposals, staff recommended repeating the bidding process for proposals for the 3rd and 4th quarters of last year. Staff explained one of the reasons for this recommendation is that when the car scrappers submitted bids during the 3rd and 4th quarters they did not anticipate the full parts list recommended for destruction at the last Board meeting, and by repeating the bidding process staff can ensure that any future purchases by the District will be consistent with EPA requirements. Staff also pointed out that there are enough surplus credits to cover the current needs and that these credits have been generated and paid for.
