Approval of Minutes
Minutes from the January 28, 1999, MSRC meeting were unanimously approved, as submitted. The minutes are attached for your information (Attachment 1).
FY 1999-2000 Work Program
The MSRC has proposed a $16.225 million Work Program for FY 1999-2000 consisting of three categories: 1) a Light-Duty Vehicle Program ($3.625 million); 2) a VMT Reduction and TCM Strategies Program ($3.05 million); and 3) a Heavy-/Medium-Duty Vehicle Program ($9.6 million). Solicitations for these categories will be issued in three phases:

The MSRC also discussed and asked for a factsheet on the Carl Moyer Fund Program. In addition, the MSRC directed its staff to prepare a letter to Assembly Member Villaraigosa encouraging him to consider the MSRC as a direct recipient of Carl Moyer funds in future years.
New MSRC Policy/Contract Language Allowing SIP Credits for Emission Reductions Achieved by MSRC Projects
The Emissions Equivalency Task Force identified MSRC projects as one of the most viable sources of NOx emission reductions to make up the emissions shortfall from Rule 2202. AQMD staff has been working with the MSRCs Technical Advisory Committee to develop contract language which would allow emission reductions generated from MSRC projects to be used to offset the Rule 2202 NOx emission shortfall, while not discouraging prospective bidders from applying for MSRC funds. At its February 25, 1999, meeting AQMD staff presented a proposal to the MSRC to utilize MSRC generated NOx emission reductions toward SIP attainment demonstration. This included proposed contract language that would require contractors to report specific data for five years. The MSRC unanimously approved the proposed policy and contract language, but clarified that once the MSRC contract ends AQMD staff must assume responsibility for collecting, calculating, and monitoring the emission reductions from these contracts.
Contract Modification Requests
The MSRC unanimously approved one contract modification for a three-month contractual term extension through the fiscal year end for City of Bell Contract #96033, which provides $204,120 for a peak-hour inner-city rail shuttle service.
The MSRC also received and filed a report on "Scope Changes Handled Administratively by the AQMD Contracts Administrator" which included one minor contract modification for Metallic Power Contract #96013, which provides $189,000 to develop and demonstrate a metal air battery.
Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts including the Local Government Match Program. This Contract Administrator Report is attached for your information (Attachment 2).
