PROPOSAL:
Amend the Contract for Rule 1186 PM10-Efficient Street Sweeper Evaluations
SYNOPSIS:
As directed by the Board, staff has been working with the Rule 1186 Working Group and street sweeper manufacturers to establish a PM10-efficient street sweeper testing protocol and certification limits. After an open-bidding process, CE-CERT was chosen to conduct street sweeper evaluations for $49,500 (nineteen sweepers). Based on recent information submitted by the manufacturers, there may be a need to test up to four additional sweepers to improve our ability to set a credible certification limit and identify certified PM10-efficient sweepers. This action is to amend the contract for an additional $10,000, for a total sum of $59,500. Funding is available in the FY 1998-99 Budget.

RECOMMENDED ACTION:
Authorize the Chairman to amend the Street Sweeper Evaluation contract with CE-CERT in an amount not to exceed $10,000, for a total contract amount not to exceed $59,500, to test additional sweepers, as needed, as part of Rule 1186s sweeper protocol and certification development efforts.

Background
Rule 1186, originally adopted in February 1997, requires local cities and counties to procure PM10-efficient street sweepers after January 1, 2000, as they replace old sweepers or begin new contracts or leases. The Rule 1186 Working Group, established by the Board, believed that the AQMD should establish a definition of PM10-efficient sweepers, based on an approved testing protocol. To this end, manufacturers, through a Society of Automotive Engineers sub-committee, and AQMD staff have developed a new sweeper testing protocol to determine PM10 efficiency. When the Board approved amendments to Rule 1186 in December 1998, the Board also directed staff to work with the street sweeper manufacturers to conduct a trial of the street sweeper testing protocol and, in conjunction with full-scale testing of various sweeper designs, establish certification limits. On January 8, 1999, staff released an RFP to conduct these street sweeper evaluations. After an open-bidding process, CE-CERT was chosen to conduct street sweeper evaluations for $49,500. Phase 1 of the contract, which is currently being conducted, was to consist of a protocol trial with four sweepers. Phase 2, scheduled for mid-May through early June, 1999, is planned for full-scale testing of at least fifteen sweepers.
Based on recent information submitted by the manufacturers, additional sweepers with different designs may be available for testing. Testing all available sweepers would improve the AQMDs ability to set an appropriate certification limit. It would further improve the ability of local jurisdictions to comply with the Rule 1186 January 1, 2000 deadline by procuring certified PM10-efficient sweepers. As a result, staff would like to test five sweepers in Phase 1, and up to eighteen sweepers in Phase 2, if necessary. To accomplish this, the amended contract would add one sweeper to the Phase 1 testing. Four additional sweepers from the seven manufacturers could be added if necessary during Phase 2. Upon completion of the full-scale testing, staff will return to the Board with proposed amendments to Rule 1186, which would include the testing protocol and certification requirements developed from information obtained from this contract work.

Staff recommends that the contract be amended for up to an additional $10,000, for a total contract amount not to exceed $59,500. Sufficient funding is available in the FY 1998-99 Budget.
