This report highlights the March 1999 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of March. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

INITIATIVE ACTIVITY
1. Town Hall Meetings
  • L.A. Harbor College Meeting March 3, 1999.
  • LAX Expansion Meeting March 24, 1999.
2. Ambient Monitoring of Air Toxics 1. MATES-II - Schedule Update:
  • Ten sites now operational (Burbank, Los Angeles, Long Beach, Fontana, Pico Rivera, Anaheim, Rubidoux, Huntington Park, Compton and Wilmington).
  • Most laboratory analysis completed for samples collected through January 1999.

2. Microscale Study:

  • Sampling completed at Montclair, Torrance, Hawthorne, Pacomia, Boyle Heights, Van Nuys, Costa Mesa, Norwalk, Corona and Anaheim.
  • Sampling in progress at San Pedro, Riverside and Rialto.
  • Final deployment in preparation phase (South El Monte)
  • Emissions survey data entry about 98% completed.
  • Microscale site visits (for emissions inventories) conducted at San Pedro, Rialto, and South El Monte.

3. No Air Toxics Study Technical Review Group (ATSTRG) meeting in March.

3. Community Response Teams (CRTs)
  • Jefferson School Update (Los Angeles)

    AQMD staff met with school and community to assist in the development of outreach and educational programs on environmental health and community involvement.
  • Alhambra

    AQMD staff met with area residents to discuss permitting regarding potential spray booth concerns and community involvement.

Handbook Revision

  • Draft Handbook Revisions to Working Group for continued review.
5. Environmental Justice Task Force
  • Task Force met March 10 and April 1, 1999 in Diamond Bar.
  • Compact completed.
  • Next meeting scheduled for April 29, 1999.
6. City of Los Angeles Environmental Justice Forum
  • Second Forum date to be determined.
7. Diesel Fuel Clean-Up Incentives Support Funding Incentives
  • The heavy-duty vehicle incentive program, known as the Carl Moyer Air Quality Incentive Program, is moving forward. The program funding of $25 million is in ARB's budget.

    - The AQMD proposal for $11,273,020 was submitted to ARB on April 1, 1999.

    - AQMD staff has established a working group comprised of key stakeholders, to review and provide input to the AQMD's Moyer Program. This on-going working group met April 15, 1999 to review implementation plans.

    - AB 1571, authored by Assembly Speaker Villaraigosa and Senator Brulte, was introduced to continue the Moyer Program and put it into state law. It has been referred to the Assembly Transportation Committee.
  • Bills to reauthorize and extend the AQMD Clean Fuels Program were introduced in both the State Senate and Assembly in December 1998.

    - SB 98 (Alarcon) passed on the Senate Floor April 15.

    - AB 38 (Washington) passed Assembly Appropriations on April 14.

Promote Technology Advancement

  • Recent contracts, proposed or awarded in January-March 1999, related to clean fuel alternatives to heavy-duty diesel engines and vehicles include:

    - Development and Demonstration of Advanced Natural Gas Engine Electronic Controls for Cummins L10 engine.

    - Implementation of Low Emission, Alternative Fuel Heavy-Duty Trucks in the Western United States (Interstate Clean Transportation Corridor).

    - Development and Demonstration of a Mack 400 HP Natural Gas Engine.

Coordinate with MSRC and Local Government

  • The AQMD Governing Board approved the heavy-duty vehicle work program of approximately $10 million at its March 12, 1999 meeting.
  • The RFP for transit buses and heavy-duty vehicles was released following the Board meeting and proposals are now being accepted.
8. Field Inspection Technology Completed. Governing Board approved plan at December 1998 meeting.
9. Portable Equipment Permitting
  • Compliance Policy for Portable Equipment was approved by Governing Board at March 12, 1999.
  • Toll-free number established for notification purposes (877) 810-6695.
10. Public Comment, Rules 1401 and 1402 Rule 1401 Amendments:
  • At the March Governing Board meeting, nickel compounds were added to Rule 1401.

Rule 1402 Amendments:

  • Air Toxics Working Group will meet in April.
  • Proposals are being developed for cumulative impacts.
  • Rule changes anticipated in summer/fall 1999.

3/5 Los Angeles Participated in UCLA Conference on Poverty and Urban Youth in Los Angeles.
3/10 Districtwide Meeting with Farm Bureau members to discuss outreach materials on agricultural dust control.
3/13 Los Angeles Participated in Suva Schools Community Open House in Bell Gardens with Department of Toxics & Substance Control.
3/16 Riverside Attended the Air Quality Committee meeting of the American Lung Association of the Inland Counties. Updated the committee on the Educators Conferences and Children's Agenda outreach to school boards.
3/16 National Paso del Norte Clean Cities Coalition in El Paso, Texas, requested ozone information in English and Spanish. Materials will be used to develop a children’s environmental program with a local television station.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

3/2-30 Districtwide Continued Phase 3 of the courtesy call program for notifying companies whose permits have expired that they can still re-instate those permits. Staff is contacting companies whose permit expired in January and February 1999.
3/2 Los Angeles Plastics extrusions manufacturer: Owner wanted to permit previously-exempt extruding machine for use with PVC and polystyrene plastics. Staff visited facility and assisted with permit application.
3/2 Orange Veterinary hospital: New facilities manager did not understand permitting policy on their cold sterilizing system that uses a toxic gas. Staff explained policy and discussed new type of sterilizer using safer gas.
3/2 Riverside Medical device manufacturer: Company planned to change type of solvent used in cleaning printed circuit boards and was concerned about compliance with rules. Staff advised new solvent will be compliant.
3/3 Los Angeles Commercial building landlord: New tenant wanted to install spray booth for automotive painting. Staff met with property owner and tenant at site to discuss public nuisance considerations and possible public notice requirements.
3/9 Districtwide Met with directors of the statewide Small Business Development Center Program to discuss how those offices can assist in publicizing the AQMD's Small Business Assistance Program, and how they can help with the AQMD's loan guarantee program.
3/9 Orange Medical: Company is constructing a medical testing facility that will be installing an emergency internal combustion engine. Provided applicant with permit application package and advised of fees and applicable rules.
3/10 Los Angeles Soil remediation: Assisted company in streamlining the permit issuance of a soil remediation system in cooperation with the City of South El Monte.
3/10 Los Angeles Electronics manufacturer: Facility plans to open a metal computer chassis processing plant. Operation will consist of metal forming equipment, solvent cleaning, injection molding and powder coating spray booths. Staff will provide support in streamlining permitting requirements.
3/12 Riverside Auto body shop: Applicant needed assistance in permitting a spray booth with an expired permit. Staff conducted on site visit to discuss and assist in completing application package.
3/16 Districtwide Distributed a letter to classic car collector clubs letting them know of a toll-free number from which they can find out about cars that are due to be scrapped as part of our Rule 1610 vehicle scrapping program. This will allow them time to purchase any cars they might have an interest in.
3/16 Los Angeles Auto body shop: Company setting up new business and needed help with spray booth application. Staff visited the shop and assisted in completing forms. Assistance was given in Spanish by bilingual staff.
3/17 Los Angeles Wood furniture refinisher: Staff conducted on-site consultation, explained rule requirements and assisted in completing a spray booth application.
3/17 Orange Aircraft fitting manufacturer: Company setting up new business and requested help with spray booth, curing oven and abrasive blasting applications. Staff visited the facility and assisted in completing forms.
3/23 San Bernardino Rubber manufacturer: Starting up a production facility to manufacture granulated rubber from recycled tires. Conducted on-site consultation, provided permit application, and advised of fees and applicable rules.
3/23 Los Angeles Metal recycler: Conducted on-site consultation and assisted in completing permit applications.
3/25 Orange Metal finisher: Moving to a larger facility. Provided permit application package and advised of fees and applicable rules.
3/30 Los Angeles Property management: Company has acquired contract for managing a property with asbestos. Staff assisted with rule interpretation and provided the needed forms.
3/31 Los Angeles City of Los Angeles: City will be excavating and treating contaminated soils. Staff assisted with rule interpretation and permit requirements.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.

Discussed clean fuels reauthorization and the proposed COG involvement in the AB 2766 Subvention Fund Outreach Program with COG Executive Committee members and staff. The Executive Committee unanimously approved support of SB 98 and AB 38.
3/1 Los Angeles Attended Azusa City Council Meeting. Requested support for SB 98 and AB 38.
3/2 Orange Attended and participated in the Orange County Council of Governments Technical Advisory Committee (OCCOG-TAC) Meeting. Discussed clean fuels reauthorization and the proposed COG involvement in the AB 2766 Subvention Fund Outreach Program with TAC members and staff.
3/2 Orange Attended the La Palma City Council Meeting. Discussed air quality matters with the mayor, council members and city manager.
3/2 Los Angeles Spoke with staff from the City of South Gate to discuss additional complaints from the community regarding impersonation of District employee who is conducting door-to-door surveys on air quality.
3/2–5 Los Angeles Contacted representatives from cities in Los Angeles County requesting letter of support for SB 98 and AB 38.
3/3 San Bernardino Attended the San Bernardino Associated Governments (SANBAG) Board Meeting. Discussed clean fuels reauthorization legislation.

3/4 Los Angeles Contacted Mayor of Redondo Beach to discuss upcoming Town Hall Meeting on LAX expansion.
