Approval of Minutes
Minutes from the March 25, 1999, MSRC meeting were unanimously approved as submitted. The minutes are attached for your information (Attachment 1).
Procurement Policy
At the April 8, 1999 MSRC-TAC meeting, the MSRC-TAC reviewed six Request For Proposals (RFPs). During this review, questions regarding the MSRCs procurement policy were raised, and it was decided that it would be appropriate to review the current policy adopted by the MSRC on October 23, 1997. The existing policy allows five points for Disabled Veteran Business Enterprise (DVBE) participation, and ten points for local businesses. The current policy affords the MSRC flexibility in determining which RFPs should incorporate DVBE and local business evaluation criteria. Although not explicitly stated in the policy, the practice has been to include the local business evaluation criterion only in RFPs that solicit professional or technical services. Local business points are not awarded under RFPs that solicit projects whose primary objective is innovative technology or to produce cost-effective, quantifiable emissions reductions.
To avoid possible confusion in the future, the MSRC-TAC felt it would be beneficial for the MSRC to revisit its current procurement policy. As a result of discussions by the MSRC, it was concluded that the current practice of awarding local business points only for technical or professional services, and not for RFPs seeking cost-effective emissions reduction projects, was in keeping with the MSRCs mission. The MSRC did request that District Counsel and the MSRC-TAC develop clarifying policy language for consideration at their May 1999 meeting.
Implementation of Fiscal Year 1999-2000 Work Program
On February 26, 1999, the MSRC released three Program Opportunity Notices (PONs). Categories for the PONs include: PON 9899-B for Innovative VMT and Trip Reduction Strategies (this PON had three sub-categories for Information Technology/ATMIS, Voluntary Employer-Based Rideshare, and Fleet VMT Reduction Strategies); PON 9899-C for a Light-Duty Automobile Repair Assistance Program; and PON 9899-D for a Light-Duty Purpose-Built Zero Emission Vehicle Program. Pre-proposals for PON 9899-B and 9899-C were due by 5 p.m. on March 23, 1999. The solicitation for PON 9899-D is open until August 31, 1999, however, pre-proposals will be reviewed upon receipt.
Twenty-two pre-proposals were submitted in response to PON 9899-B and three were received in response to PON 9899-C. Two pre-proposals were received for PON 9899-D. All proposals were forwarded to the appropriate evaluation subcommittee for review. Results of the review, to date, are described below.
PON 9899-B had three categories under which proposers could apply. Fourteen pre-proposals were submitted in response to the Information Technology/ATMIS category and four pre-proposals were submitted in response to the Voluntary Employer-Based Rideshare category. Due to the quantity and similarity of these responses, the MSRC approved the TACs recommendation to issue RFPs for both categories. Three pre-proposals were received for the third category, Fleet VMT Reduction Strategies. Two of the three pre-proposals were deemed non-responsive to the PON. The third was responsive and the MSRC approved the TACs recommendation to request a full proposal for further consideration.
PON 9899-C received three pre-proposals. Two of these pre-proposals were deemed non-responsive. The MSRC approved the TACs recommendation to request that the third proposer submit a full proposal for further consideration.
To date, two pre-proposals have been submitted under PON 9899-D. The MSRC approved the TACs recommendation to request a full proposal from the United States Postal Service (USPS). The second pre-proposal is still in the review process awaiting clarification by the proposer.
The MSRC also approved the release of five RFPs as part of its 1999-2000 Work Program. Four of the RFPs focus on Transportation Control Measures projects and one RFP seeks a consultant for programmatic outreach. An RFP for land use projects was remanded back to the TAC for revision and will be brought to the MSRC in May for review. The five approved RFPs will be forwarded to the AQMD Governing Board for its approval at its May 14, 1999 meeting and are included in the May Board package under another item. Review CEC Neighborhood Electric Vehicle Program PON
The MSRC approved a recommendation to participate with the CEC in a demonstration and evaluation program for Neighborhood Electric Vehicles (NEVs). The CEC will provide $200,000 and the MSRC will contribute $200,000 in matching funds. The purpose of the demonstration is to determine the potential for NEVs as substitutes for conventional vehicle use. A minimum of two demonstrations will be conducted with one demonstration located in the South Coast Air Basin. The CEC is proposing a two-part program. The first part of the program includes a demonstration and data gathering and the second part will provide an independent evaluation of the data to determine the extent that NEVs could displace conventional vehicle use and provide emissions benefits. The CEC will provide oversight of the project.
Administrative Subcommittee Report
Dave Cowardin, Chair of the Administrative Subcommittee, provided the MSRC with an update on the status of the reclassification study being performed on two of its staff members. Personnel Description Forms for staff are due by April 30 and recommendations from the study will be released in June. He also informed the MSRC that AQMD staff members, Ana Ponce and Annette Ortega, will act as administrative liaisons for the MSRC until Drue Ramirez returns this fall. In addition, Mel Zeldin, MSRC Program Liaison, is preparing the financial report and the Fiscal Year 1999-2000 budget for MSRC staff support and plans to submit these to the MSRC for its review in May.
Support for State-Wide Electric Vehicle Initiative
The MSRC, based upon a request from the California Energy Commission (CEC), will be sending a letter to state legislators expressing support of the allocation of Petroleum Violation Escrow Account (PVEA) funding for the CECs electric vehicle (EV) program.

Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts including the Local Government Match Program. This Contract Administrator Report is attached for your information (Attachment 2).
