PROPOSAL:
Report of RFPs and RFQs Scheduled for Release in May
SYNOPSIS:
In an effort to further streamline AQMD business practices, the recently revised Procurement Policy and Procedure no longer requires individual RFPs and RFQs over $50,000 for budgeted services or supplies be brought to the Governing Board for approval. This report summarizes the RFPs and RFQs over $50,000 scheduled to be released for advertisement for the month of May.

Background
At its April 9, 1999 meeting, the Governing Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, will no longer require individual Governing Board approval. However, a monthly report of all RFPs and RFQs over $50,000 will be included as part of the Board agenda package and the Board may, if desired, take individual action on any. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.
Outreach
In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFPs and RFQs will be published in the following publications:

A listing of open RFPs and RFQs will be made available to various legislative caucuses, community groups, trade organizations, chambers of commerce and other interested parties at the time the Notice Inviting Bids/Proposals is submitted for publication.
Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business and Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Notices of the RFP will be mailed to the African-American and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs 24-hour telephone message line for bidders (909) 396-2724.
Proposal Evaluation
Proposals received will be evaluated by a diverse panel of technically qualified individuals familiar with the subject matter of the project and may include outside public sector or academic community expertise.

| On February 14, 1997, the Board approved a vendor list for the purchase of personal computer hardware, software, and installation services for a period of two years. The current vendor list expires on June 30, 1999. This action is to competitively develop a new list of vendors for computer, network and printer; hardware, software and services for a two-year term. Total funding for these purchases, allocated by all AQMD offices in the FY 1999-00 Budget, is estimated to be $250,000. To be released on May 14, 1999, and closes on June 15, 1999. |
