This report highlights the September 1999 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of September. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

INITIATIVE

ACTIVITY

1. Town Hall Meetings

  • Inglewood/Lennox Town Hall Meeting held Wednesday, September 22, 1999.

  • Santa Fe Springs/Whittier Town Hall Meeting held Wednesday, October 13, 1999 at Santa Fe High School.

2. Ambient Monitoring of Air Toxics

MATES-II and Microscale Study:

  • All sampling completed.
  • Microscale inventory completed.
  • Draft Final MATES II scheduled for November Governing Board meeting.

3. Community Response Teams

  • Alhambra

    Community is requesting a permit appeal hearing for Wondries Collision Center. AQMD is cooperating with requests for information. Pre-hearing conference is scheduled for October 27, 1999.

  •   Grandview Crematorium - Glendale

    AQMD is monitoring emissions from facility. A determination of Best Available Control Technology has been made. Staff has completed source test on facility. An Order of Abatement has been filed and the hearing is set for October 27, 1999.
  • LAX - Inglewood/Lennox

    Phase 1 and Phase 2 of air monitoring completed. Preliminary results were presented at Inglewood Town Hall Meeting. The city is requesting a cooperative agreement between AQMD, EPA and local governments on a health effects study.

5. Environmental Justice Task Force

  • Completed. Final Report approved at August 13, 1999 Board meeting.

6. City of Los Angeles Environmental Justice Forum

  • Completed. AQMD co-sponsored the City of LA's Environmental Justice Forum on October 25, 1997. AQMD will participate in additional forums as they are scheduled.

7. Diesel Fuel Clean-Up Incentives

Support Funding Incentives

  • The clean heavy-duty vehicle incentive program, known as the Carl Moyer Air Quality Incentive Program, is progressing. The second AQMD RFP for the Moyer Program, based on an anticipated additional allocation from the ARB of $8.55 million, was released September 10, 1999. Proposals are due January 11, 2000.
  • AB 1571, authored by Assembly Speaker Villaraigosa and Senator Brulte, has been signed by the Governor.
  • A proposed fleet rule is being developed by staff and expected early Spring 2000.

8. Field Inspection Technology

Completed. The Governing Board approved plan at December 1998 meeting.

9. Portable Equipment Permitting

Completed. The Governing Board approved a Compliance Policy for Portable Equipment on March 12, 1999.

10. Public Comment, Rules 1401 and 1402

Public Comment for Rules 1401 & 1402 are on-going:

  • Rule 1401 will change as the state updates risk values or adds new chemicals.
  • Rule 1402 - comprehensive amendments are being developed for approval at the March 2000 Board meeting.

Based on increase awareness of toxic emissions the Governing Board has agreed to the development of an Air Toxics Reduction Plan. Staff is developing that plan and a final version is tentatively scheduled to go to the Governing Board in March 2000.

Spoke with representative from Harvard University, School of Public Health, who is working on an air quality health study in Los Angeles. He was interested in the museum exhibits and asked that we add Harvard to the list of groups interested in receiving the exhibits.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Machine manufacturer: Facility is in violation for using non-compliant cleaning solvent during its manufacturing processes. Staff assisted the applicant in petitioning for variance protection while the facility searches for alternative compliant solvent.

Furniture repair and manufacture: Applicant is proposing to install a spray booth. Staff provided bilingual Spanish assistance on required forms, fees and rules.

Chemical manufacturer: New business will operate a nitrogen and oxygen generating facility. Staff explained applicable District rules and provided a clearance letter.

California Autobody Expo - Staff provided technical/ small business assistance at AQMD booth.

Referral from City Councilman: Staff provided assistance regarding two complaint situations. One involved a vapor extraction system and one involved fumes/odors from a body shop.

Aerospace: Facility repairs and refurbishes engines from propeller driven airplanes. Staff conducted on-site visit and discussed permit requirements and exemptions for equipment located at facility.

Local city: Received a diesel-fired emergency generator engine donated by the former LB Naval Shipyard's asset reuse program. The city plans to use this engine to provide emergency power to a huge school district food storage facility which provides meals during emergency situations. The application will be denied due to lack of current BACT requirements. Staff provided assistance to the applicant in dealing with this problem.

Manufacturing facility: New facility to produce carbon black from used tires. Staff explained the new permitting requirements for various carbon black production systems as well as the associated air pollution control equipment, and assisted in equipment permit applications.

Cabinet manufacturer: Applicant to operate open spray equipment. Staff noticed applicant proposes to use methylene chloride as glue. Advised that since methylene chloride is classified as a toxic under Rule 1401, it will be difficult to obtain a permit for the amount the applicant plans to use. Discussed how a similar cabinet manufacturer found a product that does not contain methylene chloride and gave the same results. Using the new product would also exempt the company from requiring an AQMD permit. The applicant agreed to use the new product.

International Environmental Coalition of Orange County meeting: Staff gave a briefing re: updates on AQMD. Staff also provided technical/business assistance.

Portable sandblasting: Company was issued a Notice of Violation for operating a portable sandblasting unit without permit. Provided bilingual Spanish assistance on completing the application package.

Screen printing facility: Company needed assistance with daily record keeping, complicated by large variety of inks used. Staff visited site and demonstrated a method of simplifying record keeping.

Aerospace: Facility manufactures high precision gears. Conducted on-site visit and discussed Rule 1122 water-based solvent cleaning requirements and exemptions for their facility.

Mid-western steel fabricating company: Establishing a new operation in the South Coast Air Basin: Provided explanations of District's rule requirements for various steel fabricating equipment and assistance in permit applications.

Spray booth manufacturer: Owner interested in making spray booths with associated VOC abatement systems. Discussed AQMD permitting requirements, procedures and costs.

Pet food manufacturer: Owner looking for facility and wanted to know regulations. Staff advised that their processing equipment is exempt from permits, but urged them to consider public nuisance potential when selecting their plant location.

City fire department: Individual fire stations want to use spray guns to touch up paint on fire engines. Explained equipment permitting requirements and possible exemptions.

Auto repair and services: Referral from fire department because company was still using a solvent-based parts washer. Staff contacted the company, explained Rule 1171 requirements, and provided a list of water-based products/equipment.

Auto body shop: Owner was cited by inspector because spray booth did not match permit description. Staff found mistake installer made when filling out application and then arranged for permit to be reissued.

Paint manufacturer: Technical support representative working with group of companies that plan to refinish a large number of earth moving equipment. Provided information on open spraying permitting, spray equipment requirements, and maximum emissions limits permissible.

Dry cleaning shop: Company received violation for not changing ownership on dry cleaning machine permit. Visited facility and assisted owner in filling out application.

Powder coating: Facility is proposing to install a powder coating spray booth and requested permitting assistance.

Construction contractor: This company will be working on a site that contains asbestos. Staff explained District rule requirements and assisted with the completion of applications.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.

They recommended that all our documents be written so they are easier to read. They invited us to meet with their Legislative Director when he is in Los Angeles.
