SYNOPSIS: 

The Mobile Source Committee met Friday, October 15, 1999. Following is a summary of that meeting.

Attendance

The meeting started at 8:35 a.m. Present: Committee Chair Cynthia Coad, Committee Member Norma Glover, Committee Member Ron Loveridge (arrived at 8:45 a.m.), and Board Chair William Burke. Absent: Committee Vice Chair Roy Wilson, and Committee Members Mee Hae Lee and Jon Mikels. The attachment is an attendance roster.

INFORMATION ITEMS:

1)     Update on 1999 Plan Amendment

An overview of the 1999 AQMP amendment was presented to the Committee. The purpose of the amendment is threefold: to reflect current state of control technology; to address U.S. EPA’s proposed approval/disapproval of the 1997 Plan; and if U.S. EPA approves the 1997 Plan, to provide the basis for request for removal of the Court Order for implementing the 1994 SIP. With regard to progress since the 1997 AQMP, the AQMD has adopted 16 stationary and mobile source control measures, including the two amended rules adopted at the October 15, 1999 Board meeting. This represents approximately 135 tons/day of VOC emission reduction.

The eight control measures to be included in this plan amendment were introduced. These are:

- Solvent Cleaning Operations
- Architectural Coatings
- Industrial Coating and Solvents
- Industrial Processes
- Large Solvent and Coating Sources
- Large Fugitive Sources
- Hydrogen Plant Process Vents
- Gasoline Dispensing Facilities

A preliminary cost/benefit analysis of the 1997 Plan and 1999 amendment was completed. Overall, the average cost effectiveness and the total for the 1999 amendment would be higher than the 1997 AQMP, but the total benefit would be similar – about $5.7 - $5.8 billion. With regard to the proposed emission reductions to be achieved: estimation from the short-term measures is approximately 48 tons/day with the potential to achieve an additional 30 tons/day. If only 48 tons/day of emission reductions are achieved, then the remaining 28 tons/day reduction will have to be achieved through long-term measures.

A different control strategy approach has been taken with this amendment which provides flexibility and clarity to the SIP commitments. This new approach puts forward explicit tonnage reductions by adoption and implementation dates; allows substitution for equivalent reductions; and provides backstop measures by remaining emissions. A comparison of remaining emissions from AQMD sources shows an average of 20-30 tons/day between now and the year 2008, with the potential of achieving the same carrying capacity for the year 2010.

Staff commented that the 1999 amendment provides greater emission reductions in the short-term and will significantly reduce reliance on long-term new technologies measures.

The proposed 1999 plan amendment will be presented to the Governing Board at its December 10, 1999 meeting.

During the presentation of this item, a discussion took place concerning the current enforcement efforts directed at gasoline dispensing facilities. Staff indicated that ten additional inspectors have been hired and are proceeding to issue NOVs where violations are found. In excess of $1 million in fines have been collected thus far. Staff also reported that currently there is a systematic problem with the dispensing equipment certified by the ARB, which is causing delay in compliance by the gas stations. Committee Chair Cynthia Coad asked the Executive Officer to provide to the Governing Board three or four options for proposed resolutions. Board Chairman William Burke also requested staff to provide legal opinions regarding AQMD’s enforcement responsibilities at the gas stations.

1)     Status on Fleet Rule Development

An overview of rule development activities was presented. These included data gathering and evaluation of fleet types to be subjected to the rule proposal. Data have been gathered from the Fleet Fact Book, DMV, and California Energy Commission’s database. Staff expects to receive additional data from the latter within the next two weeks. Key issues to be considered for fleet types are: fueling infrastructure; model availability; and types of on-road vehicle fleets to be selected.

Staff also reported on proposed rule concepts, as follows:

- Begin with on-road vehicle fleets
- Focus on "captive" and diesel fleets
- Focus on fleet operations where fueling infrastructure is centralized.

The proposed rule will be presented to the Governing Board for consideration in February 2000.

The question of whether the AQMD has the authority to regulate ship fleets and commercial boats was raised by Committee Chair Coad and staff will look into this.

Board Chairman Burke also indicated that he would like to receive interim reports during the course of the rule development process.

3)     EC-Diesel Demonstration Project

Staff provided a brief report to the Committee on this project. ARCO’s project is to produce a very low sulfur diesel fuel that can be used to demonstrate the control efficiency of particulate filter and NOx catalyst. The duration of the project is one year and staff will report back to the Committee upon its completion.

4)     Update on MATES II Study 

The Multiple Air Toxics Exposure Study-II (MATES II) project was initiated as part of the Environmental Justice Initiatives. This comprehensive project, including a one-year field monitoring effort, emissions inventory update, and basin-wide modeling, has been completed. In total, the MATES-II project represents one of the most comprehensive air toxics monitoring programs ever conducted in a major urban area in the country, and is being recognized as a model program. Staff provided some initial highlights of the study, and reported that the draft final report will be presented to the Governing Board at its November 5, 1999 meeting. The draft report will also be released to the public with a 90-day comment period ending February 1, 2000, after which the report will be finalized based on the public comments received.

Upon Committee Chair Cynthia Coad’s request, staff will perform a comparison-analysis of the 1995 PTEP Study and the MATES II Study and provide her with the summary.

5)     Rule 2202 Activity Report:

6)     Monthly Report on Environmental Justice Initiatives:

Reports for items (5) through (8) were approved by the Committee.

7)     Other Business

Committee Member Norma Glover asked staff to provide a report at the next meeting on the Committee’s interrelationship with the Mobile Source Air Pollution Reduction Review Committee (MSRC), and the MSRC’s responsibility with the funding as mandated by the state legislature.
