SYNOPSIS:
The Stationary Source Committee met Friday, October 15, 1999. Following is a summary of that meeting. The next meeting will be November 19, 1999, at 11:00 a.m., in Conference Room CC8.

The meeting began at 11:00 a.m. Present were Mee Hae Lee, Committee Chair, Jon Mikels, Leonard Paulitz and Ron Loveridge.
DISCUSSION ITEMS
Peter Mieras, District Prosecutor, pointed out that the penalties are on an upward trend at this time. There is a level of Rule 461 noncompliance that is a concern. Carol Coy commented that although we now have an increased field presence and the compliance rate is increasing, there remain significant compliance problems in the field. In 1997 there was about a 90% noncompliance rate, dropping to 77% in 1998. At this time the number of inspections resulting in issuance of a Notice of Violation is one-third less than last year. We remain in active touch with CARB and are looking forward to their upcoming rulemaking which is scheduled for March of 2000. The Committee acknowledged the summary report attached to the agenda.

Jack Broadbent, Deputy Executive Officer, Planning and Rules, briefed the Committee on this item. Rule 2506 was adopted in 1997 as a credit rule for companies to undertake actions that will generate NOx and SOx credits. Its a voluntary program and the proposed amendment would change the emission rate factor for diesel engines from 450 lbs. to 291 lbs. of NOx per 1,000 gallons of fuel burned. Staff proposes for this Rule to be amended at the December Board meeting.
Mee Lee, Committee Chair, requested that Dr. Burke consider changing the relative scheduling of the Administrative and Stationary Source Committees to ensure Stationary Source has the opportunity to review rules before they are set for public hearing by the Administrative Committee which establishes the upcoming Governing Board meeting agenda.
Jill Whynot, Planning and Rules Manager, updated the Committee on rule development efforts for Rule 1121 which is scheduled for the December Board public hearing. This Rule implements a control measure appearing in the 1994 and 1997 AQMPs and is estimated to achieve a 75% NOx emission reduction. Staff is continuing to make progress on this rule. The focus group met on October 13, and continues to work with industry. Industry agrees with the rule limits, but would like more time to achieve them. Discussions continue on inventory refinements and cost analysis. Rule adoption is set for December of this year.
Jill Whynot reported on this item. One of the items in this Rule was an assessment and report back to the Board by the end of 1999. The technology assessment shows that the PM2.5 measurement is below the federal standard level. Mee Lee commented that she was glad that there was a good report at this time but requested that staff continue to monitor and report back to the Board every two years.
Jack Broadbent reported that there are no rules scheduled for hearing in November. The key item in November is the report on Initiative #2, Ambient Air Toxic Monitoring. The Committee acknowledged the report attached to the agenda.
Elaine Chang, Assistant Deputy Executive Officer, Planning and Rules, updated the Committee on the proposed 1999 amendment to the 1997 Ozone SIP Revision. The 1999 amendment proposal will be focusing on the 1997 ozone portion of the AQMP, reflects adopted 1997 plan measures, revises control strategy and provides additional information on infeasible control measures. There are twenty-six stationary source control measures which include eight additional short-term and 4 long-term measures. The average cost effectiveness is about $7,000 per ton compared to the $1,500 in the 1997 plan, which is primarily due to better quantification. The key point in the 1999 plan is that it provides greater emission reduction in the short-term and reduces reliance on the long-term measures. It also provides explicit reduction commitments by adoption and implementation dates. Staff released the draft plan and supplemental EIR on October 7, and completed the public workshops and will close written comments on November 5, 1999. A second set of workshops will begin the week of November 15 18, and this item will be brought to the Board for consideration in December.
