This report highlights AQMD rulemaking activity for the year 2000. Upcoming public workshops are also noted in the report.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes which occurred since last month’s forecast are summarized. There may have been changes to this report since review by the Stationary Source Committee.

Rules to be Rescheduled/Removed and Added

Proposed Rule 109.1 - Alternative Recordkeeping
Regulation XI - Source Specific Standards

Proposed Rule 109.1 and Regulation XI amendments are rescheduled from July to August because staff needs additional time to work with EPA and interested parties to develop Rule 109.1. The proposed rule will provide facilities with the option of demonstrating compliance with recordkeeping requirements under this rule instead of Rule 109 - Recordkeeping for Volatile Organic Compound Emissions. This proposal is described in the Monitoring, Recordkeeping and Reporting (MRR) Task Force Recommendations to Streamline VOC Recordkeeping, dated January 21, 2000.

Rule 431.2 - Sulfur Content Of Liquid Fuels

Proposed amended rule is rescheduled from June to August because additional time is necessary to address implementation issues with affected parties. The proposed amendments are designed to lower the sulfur content in diesel fuel, thereby enhancing the performance of after treatment technologies employed by diesel engines.

Rule 518.2 – Federal Alternative Operating Conditions

Proposed amended rule is rescheduled from June to an unspecified date pending EPA actions for approval or disapproval. Proposed amendments will address any remaining EPA concerns for approval of Rule 518.2 as noticed in the Federal Register in late 1999.

Rule 1110.2 - Emissions from Gaseous- and Liquid-Fueled Internal Combustion Engines

Proposed amended rule is rescheduled from August to an undetermined date pending CARB and EPA actions. Proposed amendments will include changes to existing and future emission limits for stationary internal combustion engines and amendments to monitoring and testing requirements, frequency and methods, to reflect EPA requirements for approving the rule for the State Implementation Plan.

Rule 1122 - Emission Reductions from Degreasing Operations

The proposed amendments are rescheduled from July to August in order to collect additional toxic emissions data and to determine/evaluate potential VOC reduction alternatives. The proposed amendments will reduce the VOC content from 50 g/l to 25 g/l for cleaning materials in batch-loaded cold cleaners. In addition, proposed changes relative to design and control standards for open-top vapor degreasers are under evaluation.

Rule 1146 - Emissions of Oxides of Nitrogen from Industrial Institutional and Commercial Boilers, Steam Generators, and Process Heaters

Proposed amended rule is rescheduled from August to September pending CARB comments. Proposed amendments will consider lowering NOx limits, adjusting exemption requirements, and addressing CARB comments.

Rule 1191 - Clean On-Road Light- and Medium-Duty Public Fleet Vehicles

Proposed rule is rescheduled from May to June per the Board's direction.

Rule 1193 - Clean On-Road Residential and Commercial Refuse Collection Vehicles

Proposed rule is rescheduled from May to June because additional time is necessary to address implementation issues with affected parties. Proposed Rule 1193 will require residential and commercial refuse collection fleet operators to purchase or lease low-emission light- and medium-duty vehicles when adding or replacing vehicles in the fleet.

Rule 1194 - Commercial Airport Ground Access

Proposed rule is rescheduled from June to July because additional time is necessary to address implementation issues with affected parties. Proposed Rule 1194 will require commercial airport ground access (taxi, limousine, shuttle service) fleet operators to purchase or lease alternative-fuel vehicles when adding or replacing vehicles in the fleet.

Rule 1195 - Clean On-Road School Buses

Proposed rule is rescheduled from July to August because additional time is necessary to address implementation issues with affected parties. Proposed Rule 1195 will require public school bus fleet operators to purchase or lease low-emission light- and medium-duty vehicles when adding or replacing vehicles in the fleet.

Rule 1196 - Clean On-Road Heavy-Duty Public Fleet Vehicles

Proposed rule is rescheduled from July to August because additional time is necessary to address implementation issues with affected parties. Proposed Rule 1196 will require public fleet operators to purchase or lease low-emission heavy-duty vehicles when adding or replacing vehicles in the fleet.

Reg. XIII - New Source Review (NSR)
Reg. XX - RECLAIM

Regulations XIII and XX are being rescheduled from June to July because additional time is necessary to develop minor source BACT Guidelines, assess emissions impact, and prepare CEQA documentation. In addition, RECLAIM facilities and relocation issues for minor sources will be included in this rulemaking effort.

Proposed Rule 1425 - Motion Picture Film Labs

Proposed Rule 1425 is being scheduled for November. The proposed rule will reduce perc emissions from processes at motion picture film labs processes such as film cleaning and printing. This rule is one of the industry-specific rules identified in Rule 1402 and the Air Toxic Control Plan (ATCP). The rule will also implement NESHAP requirements for halogenated solvent cleaning.
