Mobile Source Air Pollution Reduction Review

SYNOPSIS: 

Below is a summary of key issues addressed at the MSRC’s March 23, 2000, meeting. Although I was not present at this meeting, staff has prepared this report for your information. The next MSRC meeting is Thursday, April 27, at 1:30 p.m. in Room CC8.

Approval of Minutes

Minutes from the February 24, 2000, MSRC meeting were unanimously approved, with a minor amendment. The minutes are attached for your information (Attachment 1).

FY 2000-01 Work Program and the Fleet Rules

For several months the MSRC has been discussing how to support the proposed fleet rules in its FY 2000-01 Work Program. Because 1190 has been broken into several rules with varying effective dates beyond the current fiscal year, among other factors, the MSRC decided to move forward with a work program based on traditional funding categories. At its March 23, 2000, meeting the MSRC directed its Technical Advisory Committee to develop a traditional work program while including a reserve category intended to hold back a portion of FY 2000-01 funds for support of the fleet rules in the next work program. The MSRC has not identified any percentage or dollar amounts for the traditional categories or the reserve, nor has it decided how it will support the fleet rules next year. Discussions have centered around whether funding should be provided for direct compliance with the rules versus ancillary support, such as funding for training and infrastructure, to help expedite implementation of the rules. The MSRC will consider the specific recommendations of its TAC next month, and it is anticipated that RFPs could be released by July 2000 and a work program for consideration before our Governing Board in November 2000. The MSRC reiterated that it is their intent to work in cooperation with the AQMD.

In order to move forward quickly with development of the work program, the MSRC's TAC has scheduled two special meetings in April in addition to its regular meeting. The TAC will meet in April at 1:30 p.m. in Room CC8 as follows: April 6, April 13, and April 20. All meetings are open to the public and input is welcome.

GM's Recall of Generation One EV-1s

The MSRC received a report on GM's recall of the Generation One EV-1s. The recall was prompted by a fire incident caused by a component problem in the charge part. The Generation Two EV-1s are not affected. Although GM has currently indicated its intention to fix the problem and recertify the vehicle, it could take as long as six months to get the vehicles back on the roads. The MSRC decided to send a letter to GM urging them not to waiver on their EV commitment.

Contract Modification Requests

At its last meeting the MSRC approved a six-month contractual term extension for the City of Malibu's match contract for the purchase of four CNG pickups and installation of a CNG fueling station. Although the vehicles had been purchased, the County of Los Angeles had not yet approved the station installation. Following approval of the extension by the MSRC, the county granted a permit for the station installation, which should be operable in a few weeks.

Also at its last meeting the MSRC had approved a contractual term extension through April 1, 2000, for the City of Glendora's match contract for the purchase of an EV-1. When the City was informed that it would be unable to purchase an EV-1, it returned to the MSRC requesting consideration of a further extension as an urgency item. The MSRC unanimously granted a 120-day extension for Glendora to procure an EV.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1994-95 through the present. This Contract Administrator Report is attached for your information (Attachment 2).
