PROPOSAL: 

Recognize and Appropriate Funds from ARB for Children’s Health Study

SYNOPSIS: 

In FY 1995-96, AQMD assumed operation of four ARB monitoring sites and enhanced three existing sites as part of the Children’s Health Study. Each successive year, ARB has funded the operation. The last contract extension expired in November 1999, and ARB desires to continue the effort through December 2001. ARB will provide $90,334 to continue the implementation of this program. This action is to recognize $90,334 from ARB and appropriate these funds to the FY 1999-00 Budget.

RECOMMENDED ACTION:

  1. Authorize the Executive Officer to amend the existing interagency agreement with the ARB through December 31, 2001, and increase the funding by $90,334 for a total amount of $593,334.

  2. Recognize revenue of $90,334 from the ARB to support the operation of 7 monitoring stations established or upgraded for the Children’s Health Study and appropriate these funds to the Monitoring & Analysis FY 1999-00 Budget.

Background

The ARB-sponsored Children’s Health Study (CHS), one of the most comprehensive long-term pollutant health effects studies ever conducted, includes specialized air monitoring at selected sites throughout Southern California. In 1995, the ARB requested that the AQMD assume the operational responsibility for those designated sites within the AQMD’s jurisdiction, and accordingly, ARB provided funding for that effort. The agreement covers the following monitoring stations: Mira Loma, Lake Arrowhead, UC Riverside, Glendora, Lake Elsinore, Long Beach, and Upland. ARB has provided funds to the AQMD each year for this program. The last contract extension expired in November 1999, and ARB desires to continue the effort through December 2001. During this extension period, ARB staff will assume a greater role for daily checks of the monitoring equipment. AQMD will retain responsibility for equipment repair and station upkeep.

Resource Impacts

The CHS program is fully funded by ARB. Since these funds are to include costs through December 31, 2001, staff will request the Board at the beginning of the FY 2000-01 Budget year to reappropriate the unused portion of these funds.

Since the receipt of these funds by the AQMD constitutes a budget supplement within the meaning of Health and Safety Code 40720(j), notice of this proposed supplement was published in the Los Angeles Daily Journal, San Bernardino Sun, Riverside Press Enterprise, Orange County Register, and the Inland Valley Bulletin.
